The Office
Manhattan Borough President Brad Hoylman‑Sigal seeks an Information Technology (IT) Manager to join his collaborative, energetic, and innovative team. The IT Manager will work under the supervision of the Chief of Staff.
The RoleThe IT Manager is responsible for the management of computers, printers, and the telephone system within the two locations of the Manhattan Borough President’s Office. This is a hands‑on position that requires proven success working in a LAN/WAN environment. The position is a one‑person shop.
The IT Manager will provide help‑desk support to staff, monitor network performance, including software, hardware, power, and communications; coordinate with consultants, vendors, and the City’s Office of Technology and Innovation (OTI); ensure network security; troubleshoot problems with the network and desktop software, maintain security updates for operating systems, McAfee, Crowd Strike; coordinate OTI for implementation of Internet, Intranet and Extranet activities;
monitor, troubleshoot, and upgrade the office Internet connection and Wi‑Fi from third parties such as Spectrum on a separate internal network retained to provide City Charter‑mandated live streaming of meetings hosted by and held in the office; connect to City‑provided Wi‑Fi for access to online video meetings, e.g., Zoom and Web Ex.
The IT Manager will also be responsible for performance of desktop computers and peripherals, maintaining an inventory of IT desktop and network equipment, liaising with outside vendors regarding maintenance and security of Cisco switches, researching problems or errors within the networking system, documenting all facets of IT network operations, recommending and implementing improvements to network configurations to achieve operating efficiencies, and performing all other duties as assigned.
The role requires familiarity with the Microsoft Office Suite and Microsoft 365, PC hardware/software, desktop and laptop network configuration, connectivity troubleshooting including DHCP and DNS, some familiarity with Windows Server, and monitoring and troubleshooting VoIP telephone connections.
In addition, the office has several Mac Books and iMacs for which this position will need to provide support in conjunction with the OTI Apple Support Team.
Minimum Qualifications- A master’s degree in computer science from an accredited college or university and three years of progressively more responsible, full‑time, satisfactory experience in IT including applications development, systems development, data communications and networking, database administration, data processing or user services. At least eighteen months of this experience must have been in an administrative, managerial or executive capacity in the same areas, or
- A baccalaureate degree from an accredited college or university and four years of progressively more responsible, full‑time, satisfactory experience as described in “1” above; or
- A four‑year high school diploma or its educational equivalent and six years of progressively more responsible, full‑time, satisfactory experience as described in “1” above; or
- A satisfactory combination of education and experience equivalent to “1”, “2” or “3” above. All candidates must have at least a four‑year high school diploma or its educational equivalent and must possess at least three years of experience as described in “1” above, including the eighteen months of administrative, managerial, executive or supervisory experience as described in “1” above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two years of the required experience in IT on the basis of 30 semester credits for six months of the required experience. Graduate credits in computer science may be substituted for a maximum of one year of the required experience on the basis of 30 graduate semester credits in computer science for one year of the required IT experience.
Undergraduate and/or graduate credits may not be substituted for the eighteen months of experience in an administrative, managerial, executive, or supervisory capacity as described in “1” above.
