Director of Administrative and Operational Analytics

The New York City Department of Design and Construction is seeking a skilled, data-driven professional to serve as Director of Administrative Analytics. Reporting directly to the Deputy Commissioner of IT, Data Analytics, and Project Controls, the Director of Administrative Analytics is responsible for leading a team of analysts to collect, analyze, and report on HR, budget, contracting, procurement, fleet, facilities and other administrative related data.

They will create and deliver dashboards, develop and maintain recurring and ad hoc reports, and prepare presentations that communicate analytical insights and recommendations to key stakeholders and executive leadership. The Director will also manage and optimize data systems, tools, and platforms; collaborate with other functions and departments to leverage administrative data across the agency; and evaluate and measure the impact of these analytics initiatives and projects.

Responsibilities include leading and managing the administrative analytics team, designing, developing, and maintaining administrative analytics dashboards and reports, serving as the division's primary administrator and subject matter expert for NYCAPS, FMS, and other citywide data systems, ensuring data accuracy, integrity, and compliance with agency and citywide standards, partnering with division leadership and the Deputy Commissioner to translate data into actionable insights, developing and maintaining a suite of recurring and ad hoc administrative reports for agency leadership, collaborating with the agency's HR, Budget, Contracting, Procurement and Operations offices on reporting requirements, data submissions, and compliance reviews, building and maintaining data models, queries, and automated reporting pipelines to reduce manual data handling and improve the speed and accuracy of reporting across the division, ensuring all HR analytics activities comply with applicable data privacy, confidentiality, and governance standards, supporting the development of SOPs and governance frameworks for data management, reporting standards, and analytics workflows across the division, and identifying opportunities to expand the use of predictive analytics and data visualization tools to advance the Deputy Commissioner's goal of data-driven organizational decision making.
