Job Summary
- The PA PUC seeks an Application Architect with deep .NET and SQL Server expertise to design and modernize PUC applications and provide enterprise solution architecture across Microsoft and Java-based platforms, ensuring secure, scalable, maintainable and reusable application solutions.
- This role leads the adoption of AI-augmented development: advanced Git Hub Copilot usage across teams while accelerating delivery while upholding security, WCAG accessibility, and regulatory compliance.
Key Responsibilities
- Perform detailed analysis, planning, and requirements definition for new People Soft HCM functionality.
- Develop functional architectures and models to meet evolving business requirements.
- Conduct process improvement reviews, analyzing system functionality, operations, logistics, and personnel needs.
- Map business processes to corresponding People Soft functionalities.
- Ensure applications align with business needs and collaborate with process owners to resolve issues.
- Define data flow and ensure integration between business processes and systems.
- Facilitate requirements gathering and user design sessions with key stakeholders.
- Collaborate and coordinate project deliverables with other MTA groups such as MTAIT, Performance Management, etc.
- Collaborate with application designers to complete system enhancement designs.
- Design and develop reports for HCM users.
- Participate in testing of new functionalities, including end-to-end testing and system integration testing.
- Assist the team lead in defining staffing, responsibilities, and schedules for system enhancements.
- Identify cross-team issues and coordinate their resolution.
- Develop People Soft queries to meet reporting needs.
- Write complex DML and DQL SQL scripts for database queries.
Qualifications, Experience & Education
- Minimum 10 years of functional and technical experience in People Soft HCM v9.2 or higher.
- Extensive experience with the following People Soft modules:
- Human Resources
- Compensation
- Position Management
- Performance Management
- Learning and Development
- Benefits Administration
- Talent Acquisition Management/Candidate Gateway
- Hands‑on experience with People Soft self‑service functions.
- Proven track record of full lifecycle People Soft implementations (design, build, configuration, testing, and deployment).
- Familiarity with People Soft Test Framework is a plus.
- Ability to translate customer requirements into functional and technical designs.
- Strong problem‑solving skills with the ability to identify, address, and elevate risks and issues.
- Experience reviewing project deliverables for completeness, quality, and compliance with established standards.
- 10+ years of experience in building moderate to complex People Soft queries.
- 10+ years of extensive experience writing DQL and DML SQL scripts.
- Experience with state government projects is preferred.
- Excellent communication skills (written, verbal, and presentation).
- Strong understanding of relational database design and functionality.
- Experience in desktop/mobile computer support and troubleshooting software related problems.
- Ability to effectively prioritize and execute tasks in a high‑pressure environment.
- Ability to work independently, set priorities, and meet deadlines in a fast‑paced setting.
- Strong interpersonal skills and ability to work with individuals at all levels of the organization.
- Proficiency with Microsoft Office 2013 (Word, Excel, PowerPoint).
- Proficiency with Microsoft SharePoint version 2010 or higher.
- Familiarity with Microsoft Project version 2010 or higher.
