Position: COMPUTER ASSOCIATE (SOFTWARE)
Location: New York

The New York City Department of Veterans' Services (DVS) connects, mobilizes, and empowers New York City's Veteran community to foster purpose-driven lives for service members, veterans, and their families.

The Department of Financial Planning & Analysis (DFPA) is seeking a Computer Associate (Software), L2 to work in the Budget Control and Coordination (BCC) division. The BCC division provides specialized technical support, software maintenance, and report development for the financial system. The implementation of the Hyperion System has increased the accuracy and transparency of reporting.

Responsibilities
  • Assist in managing the Authority's Operating and/or Capital budget, including technical budgetary exercises.
  • Assist in evaluating technical proposals and estimating the impact of management decisions and policies.
  • Provide technical assistance in the preparation of the Authority's Operating, Revenue and/or Capital Budgets, aligned with the priorities of the Authority's Executive Management.
  • Identify and recommend solutions to operational issues impacting the Authority.
  • Generate ideas to improve existing programs and make budget exercises more efficient.
  • Maintain MS Access and SQL databases, including updating and creating queries for ad-hoc analysis for upper management.
  • Run Oracle processes for bi-weekly payroll to post in GL and maintain Oracle Hyperion planning.
  • Work with Hyperion to import and extract data; create and update Hyperion calculations, forms, and reports to assist with budgetary exercises and analysis.
  • Maintain and troubleshoot ODI integrations between Hyperion and other systems.
  • Provide technical support and Smart View assistance.
  • Maintain data integrity through routine reconciliation of system data.
  • Create technical training material for internal and external departments and deliver live training.
  • Proficient in Visual Basic and SQL, and experienced with Microsoft Office (Word, PowerPoint, Access, Excel, Outlook).
  • Maintain department web pages and convert data from Hyperion for HUD-EPIC reporting.
Requirements
  • A baccalaureate degree from an accredited college with 24 semester credits in computer science or a related field, and one year of satisfactory full-time computer software experience in areas such as systems development, analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, web development and design.
  • A four-year high school diploma or equivalent and five years of satisfactory full-time computer software experience as described above.
  • Education and/or experience equivalent to the above; substitutions may apply per policy, with appropriate minimum education and experience requirements.
