Overview
The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The DYCD Office of General Counsel supports the agency in fulfilling its mission of providing New York City with high-quality youth and family programming.
DYCD funded programs include after school programs, literacy programs, the Summer Youth Employment Program and runaway and homeless youth shelters and drop-in centers, among other services.
Under the immediate supervision of the General Counsel and the Deputy General Counsel, with some latitude for the exercise of independent initiative and decision, will assist the General Counsel and Deputy General Counsel as legal advisor to the Department and perform assigned legal work on behalf of the General Counsel’s Office.
Responsibilities- Drafting contract documents and MOUs
- Commenting on legislation and policy initiatives
- Assisting with agency compliance with various federal, state, and local laws and reporting
- Admission to the New York State Bar; and either one year of satisfactory United States legal experience subsequent to admission to any state bar, or six months of satisfactory service as an Agency Attorney Interne (30086)
- Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment
In addition to meeting the minimum qualification requirements, to be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III, candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.

- Excellent oral and written communication skills; outstanding attention to detail and ability to juggle priorities and meet deadlines
- Experience in drafting contracts, especially agreements to procure services of nonprofits, particularly Health and Human Services contracts
- Experience with the City’s Health and Human Services and/or Standard Construction Contracts
- Familiarity with the City’s insurance requirements and review of submissions of proof of insurance
- Experience with audits
- Effective advocacy, plain language writing, negotiation, and time management
