The Municipal Finance Division serves as counsel to the City on all bond transactions. New York City is one of the larger issuers of municipal bonds in the country. The proceeds of its debt issuances finance capital projects that impact virtually every aspect of City life. The City issues debt through its general obligation bonds and through authorities and local development corporations.
Additionally, State agencies issue debt on behalf of the City. Each year, the Division oversees billions of dollars in financial transactions. The Division also performs corporate governance work for the City's debt issuing authorities and local development corporations.
- Under supervision, with latitude for independent initiative and judgment, assists Division attorneys and current paralegal in performing various types of paralegal duties including, but not limited to the following:
- Prepare Public Notices, Incumbency Cert., Opinions, Memos, and Monthly Reports.
- Work closely with attorneys and support staff to create, maintain and distribute CD-R transcripts to OMB, the Comptroller, and FISA.
- Assist attorneys with work for bond closings, audit meetings and research.
- Work with attorneys and support staff to create, archive and organize physical paper transcripts.
- Converting physical transcripts to electronic and CD-R transcripts by editing, bookmarking and scanning documents.
- Create bond files and proficient in use of File Site and Law Manager (or equivalent programs).
- Prepare closing documents and handle other matters in connection with the City's municipal bond transactions.
- Assist attorneys with word processing (including formatting legal and non-legal documents), drafting correspondence and/or Division forms, typing, copying and preparing documents in Word, PowerPoint, Excel, Outlook and other related software programs.
- Manage division conference room reservations.
- Act as event coordinator for bond closings. This includes creating entry list in One Facility and coordinating the catering delivery schedule.
- Miscellaneous projects as needed.
- Some of the physical activities performed and environmental conditions experienced include lifting and carrying boxes and files; climbing stairs; and traveling throughout the City on all types of public transportation, and/or walking in all kinds of weather, often carrying files.

Minimum Qualifications- A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA); or
- An associate degree or completion of 60 semester credits from an accredited college, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and two years of full-time satisfactory experience, acquired in the United States, in the performance of paralegal (legal assistant) services; or
- A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and four years of full-time satisfactory experience, acquired in the United States, in the performance of paralegal (legal assistant) services; or
- A satisfactory combination of education and/or experience which is equivalent to “1”, “2” or “3” above. Paralegal Certification obtained in the United States from an accredited program or from a program approved by the American Bar Association can be substituted for 12 months of experience. Undergraduate credit can be substituted for experience on the basis of 30 semester credits from an accredited college for 12 months of experience.
However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization.
To be acceptable, experience in paralegal (legal assistant) services must have involved the American Legal System.
