Summary of Position

The Commercial Manager will oversee and manage a complex Rail transportation project within the Rail and Transit division. This role involves advanced project coordination, detailed monitoring, and ensuring projects meet quality, timeline, and budgetary requirements.

About the Role

The Commercial Manager will monitor all Project costs, including but not limited to design, construction, force account, insurance, third-parties, arts, real estate, utilities, and contingencies.

They will be responsible to manage and monitor the PMC Project budget and rate of expenditures and submit for review and approval a proposed Project Management staffing plan and budget for the year ahead.

Responsibilities

• Prepare Construction Contractors’ Budgeted Cost of Work done reports, at least monthly.
• Prepare and update at appropriate intervals (with increasing detail and refinement) estimates of remaining construction costs, post-award construction changes, equitable adjustments, and claims.
• Support MTA C&D in the preparation and processing of budget modifications.
• Analyze and update the Project budget, including Project changes; indicate Project shortfalls; and recommend actions to be taken.
• Provide financial management and performance reporting.
• Analyze and coordinate the financing requirements and cash flow reports of the Project.
• Develop, analyze, and prepare monthly Estimate-at-Completion (“EAC”), cash flow, and forecasts for the Project, and identify variances between actual and budgeted or estimated costs.
• Prepare earned value reports.
• Maintain force account records for all parties, including budget requests and charges from all MTA agencies and departments.
• Evaluate changes and claims, support negotiations and process change orders, and support the claims and disputes resolution process.
• Prepare and manage a Project Cost Summary that includes all budgets and costs by Contract, funding source, and category, in the format requested by MTA.
• Develop a Contingency Management Report (“CMR”) to indicate remaining contingency, both allocated and unallocated.
• Develop, maintain Key Performance Indicators to track the performance of the Project.

Qualifications/Requirements

• A Bachelor's Degree or above in Engineering or related field.
• 15 years of experience in managing large complex construction projects in an urban area
• Reporting to multiple stakeholders, including managing scheduling and cost estimating programs
• Significant experience with Capital Investment Grant (CIG)
• Advanced understanding of project management principles and methodologies.
• Certification in Project Management (PMP or similar) is preferred
