PositionObjective:
Reporting to the Assistant Deputy Chief, Strategic Planning, this position manages the implementation and coordination of updates to written policies and procedures for the Procurement department. Manage multi-Agency oversight, ensuring policies and procedures capture and reflect a complete and accurate view of the legal and regulatory requirements, as well as MTA standards and all agency procurement guidelines. Oversees the Procurement Department’s activities are in accordance with all laws, rules, and regulations.
Provides advice and guidance to all personnel regarding procurement policies and procedures and their impact on the Procurement function. Strategizes and manages special projects, including the management of MTA Procurement tracking systems. Manages the collection and analysis of pertinent data and develops narrative and statistical reports. This position is responsible for the point of contact for outside agencies regarding Procurement activities.
- Directs the development and implementation of a framework for effective policy and procedure administration, to develop and promulgate new procurement policies and procedures as needed. Coordinate with subject matter experts to ensure policies and procedures reflect complete and accurate information, using, where applicable, process flow tools and methodologies.
- Oversees and manages to ensure complete support and cooperation with new federal, state, and local laws regarding MTA Procurement policy and practices. Manage the reporting of procurement activities to various state agencies.
- Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review the performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
- Work with Department Heads and Senior Management to define and draft standards for written policies and procedures, consistent with the concepts of safe and sound business practice and full legal and regulatory compliance.
- Provides informal legal analysis and opinions on new or proposed laws, Bid Protests, and changes to contract provisions.
- Create a contract boilerplate for review by the Legal Department. Review and summarize proposed legislation for MTA Procurement's interest.

- Experience in public procurement practices
- Knowledge of procurement practices, negotiations, and a basic understanding of legal and contractual procedures.

Education and Experience:
- Juris Doctor (J.D.) or an equivalent combination of education from an accredited college and experience may be considered in lieu of a degree; and
- Minimum 8 years of related Procurement experience.
- Minimum 4 years in a managerial/supervisory position
- Experience with Public Procurement Practices and Policy
- Strong understanding of contract law and procurement regulations.
- Knowledge of federal, state, and industry-specific procurement regulations.
- Ability to interpret legal and regulatory requirements for purchasing activities.
- Preferred law degree
