The Real Estate Services Division

The RES division supports the city’s real estate needs, including space planning and management of 37 million square feet, acquisitions, sales, design, zoning analysis, and financial analysis of transactions.

The RES Leasing & Acquisitions Unit finds space for city agencies and negotiates leases and purchases.

Position:
Leasing Transactions Manager Responsibilities
  • Identify suitable sites to satisfy client agency requirements and prepare market analysis reports.
  • Negotiate cost‑effective commercial leases and licenses on behalf of the City.
  • Prepare and maintain project schedules.
  • Initiate and maintain project status reports in DCAS Real Estate Services data systems.
  • Communicate with client agencies to keep them informed on status, steps, budgets, and risk mitigation.
  • Manage development and timely completion of legal documents (leases, licenses, renewals, notices).
  • Coordinate with supervisors and other staff to ensure projects finish on time and within budget.
  • Partner with Design and Project Management unit to complete term sheet requirements.
  • Maintain effective project management and control of the leasing process.
  • Confer and partner with internal stakeholders (Mayor’s Office, Office of General Counsel, Comptroller’s Office, City Council, City Planning, etc.).
  • Communicate and promote client agency’s real property interests to external stakeholders.
  • Provide transaction‑related data to support Section 195 and Section 197(c) approvals; present public testimony as required.
  • Prepare ARC packages and other documentation for OMB transaction approval.
Qualifications

Minimum Qualifications:

  • Four‑year high‑school diploma (or equivalent) and at least six years of progressively responsible real‑property management experience, including 18 months in a managerial capacity supervising a large staff.
  • Experience in building construction or renovation, property management (residential, commercial, industrial, or waterfront), or site management related to housing or rehabilitation projects.
  • Knowledge of property management duties (renting, operating, maintenance, relocation, tenant negotiations).
  • Strong analytical, project‑management, negotiation, presentation, interpersonal, and communication skills.

Preferred Qualifications:

  • Knowledge of NYC commercial real‑estate market and commercial leasing experience.
  • Exceptional analytical and project management skills.
  • Detail‑oriented, flexible, and able to meet tight deadlines.
  • Strong oral and written communication skills.
  • Familiarity with design & construction process.
  • Excellent negotiation, presentation, and organizational skills.
  • Knowledge of City of New York processes, rules, and regulations.
  • Understanding of corporate processes, policies, procedures, and governance.
  • Good interpersonal and customer‑relationship management skills.
