Brief Description

  • Responsible for the recruitment, supervision, training and evaluation of the Finance Department staff.
  • Provides direct supervision to the Finance Director, Controller and or Accounting Manager.
  • Provides overall supervision of Payroll, Purchasing, Accounts Receivable, Accounts Payable, General Ledgers and all other general accounting functions of the Finance department.
  • Financial analysis and the development of management information reports based on these analyses.
  • Prepares budgets for all grant proposals, contracts and reports.
  • Responsible for deposit of all taxes, and payment of insurance premiums.
  • Responsible for oversight of all program insurances ensuring that they are up-to-date and in force.
  • Responsible for the fiscal management of all grants and contracts (federal, city, state, foundation, corporate).
  • Serves as Betances’ liaison with all funding authorities on financial matters.
  • Develops and monitors the implementation of procedures for purchasing and the maintenance of inventory on all equipment and supplies.
  • Negotiates all contracts for approval by the CEO.
  • Develops, supervises, and coordinates all efforts to attain maximum third party reimbursement (i.e. Medicaid, Medicare, sliding fee schedule; capitation fees and private insurance for review and approval by the CEO.
  • Monitors and analyzes all special reimbursement programs such as Child Health Plus, Family Health Plus, HIV Enhanced Reimbursement, Medicaid STTP and any others that may arise during the normal course of business.
  • Negotiates with State, Federal, and City agencies regarding Medicaid and Medicare reimbursement rates and responds to rate adjustments as appropriate.
  • Prepares, analyzes, and submits cost reports to funding sources after the approval of the CEO.
  • Prepares annual expenditure reports for government agencies where applicable.
  • Prepares all internal reports for the Board of Directors and Committees at the request of the CEO.
  • Assists the CEO with all fiscal related matters to be reported to the Board of Directors.
  • Responsible for developing and preparing the Center budget, coordinating all departmental budgets, working with department heads and supervisors as needed to insure that all expenditures adhere to legal and budgetary requirements.
  • Perform other duties as may reasonably be assigned by the CEO.
Requirements
  • BA degree with ten (10) or more years of demonstrated fiscal management and supervisory experience or MBA in Finance with three (3) years experience in a non-profit or corporate setting, and a minimum of five (5) years experience in the area of Finance.
  • Knowledge of financial management of community health centers including fiscal assessment of new and existing service products, provider productivity, and fiscal elements of strategic planning.
  • Federal, State and Local government contracting and grant management.
  • The methodology of assessing and planning for the financial needs of community‑based medical service facilities.
  • Common accounting, spreadsheet and database software used in the accounting industry.
  • Analytical decision making based on practice trends.
  • Understanding of fiscal corporate compliance requirements relating to the operation of community health centers.
  • Preparations of business plans.
  • Executive management leadership skills and the ability to interact with the Betances Health Center Board of Directors and executive staff.
  • Demonstrated strong analytical and communication skills (verbal and written).
  • Strong interpersonal and time management skills.
  • Ability to supervise support staff and volunteers.
Summary

The Chief Financial Officer (CFO) will be responsible for administering, directing and coordinating the total fiscal operation of Betances Health Center. The CFO will be under the direct supervision of the Chief Executive Officer (CEO).
