Job Summary

Director – Operational Compliance & Procedure. This role directs all administrative activities for the Maintenance of Equipment (MofE) department, overseeing operational compliance, procedural functions, financial efficiency, and regulatory requirements. The director manages the departmental operating budget, capital projects, and ensures full compliance with Federal Railroad Administration (FRA) mandates, including drug testing, Qualified Maintenance Person certifications, and Asset Management System integrity. Salary Range: $133,519 – $166,899.

Duties

and Responsibilities
  • Prepare, oversee, and submit MofE Annual Operating Budget, Operating Capital, and Capital budget submissions.
  • Monitor and control non‑payroll departmental expenses and coordinate with senior leadership to ensure fiscal accountability.
  • Compile statistical data to address budget issues and develop guideline for accountability; develop payroll expense reporting.
  • Identify resource needs for capital programs, equipment procurement, and rolling‑stock modifications; coordinate purchasing requests.
  • Direct and manage changes to budgeted positions, approving position update requests and supporting workforce adjustments.
  • Serve as liaison for departmental projects and enterprise‑wide process changes, including Kronos system implementation and policy documentation.
  • Coordinate Field Service Report Warranty Program billing; ensure third‑party expenses adhere to contracts.
  • Prepare policy and procedure documentation for field locations; establish internal controls for payroll processing, non‑payroll expenses, and contractual compliance.
  • Manage Asset Management System transition to Hexagon EAM, ensuring accurate documentation of maintenance events.
  • Lead, coach, and develop staff; manage performance and foster a professional environment.
  • Perform additional duties as assigned, comply with all policies and standards, and address contractor performance issues as required.
Knowledge, Skills, and Abilities
  • Excellent working knowledge of finance and financial systems, including payroll, general ledger, budgets, and contracts.
  • Ability to design financial sub‑system reports tailored to departmental needs.
  • Strong analytical skills for unit costing, variance analysis, cost‑benefit analysis, and statistical cost allocation.
  • Identify target areas for cost reduction and operational improvements.
  • Adaptable and able to work effectively under pressure.
  • Effective leadership, communication, judgment, and organizational planning skills.
  • Strong oral and written communication.
  • Proficient with Microsoft Office and comparable applications.
  • Experience in high‑profile, high‑pressure environments.
  • Strong interpersonal skills and ability to interact with internal departments and external agencies.
  • Ability to implement Metro North’s Priority One Safety Program.
Required

Education and Experience
  • Bachelor’s Degree in Finance, Accounting, Business, or related field, or equivalent experience and credentials with an additional four years of experience.
  • Minimum 10 years of progressive experience in financial, administrative, and operational systems in an operations or transportation environment.
  • Minimum 7 years managing a professional/diverse workforce.
Preferred

Education and Experience
  • Master’s degree in Finance, Accounting, or related field.
Licenses and Certifications
  • Valid Driver’s License.
