Position Summary
The Office of Student Enrollment (OSE) manages admissions, enrollment, and transfers for students in New York City Public Schools (NYCPS) Early Childhood programs, 2K through grade 12, including District 75 schools. Additionally, the office oversees 12+ sites consisting of Family Welcome Centers (FWCs), and Family Resource Centers (FRCs), and a call center, which are family-facing offices that conduct enrollment transactions and provide community-based support to families.
OSE designs and implements enrollment and admissions policies and processes that provide all students with access to high-quality public schools. OSE also has teams dedicated to supporting our most vulnerable students, including students with disabilities, students in temporary housing, foster care, and other special populations.
The Enrollment Research, Analytics, and Policy (ERAP) team manages research and analysis for all admissions processes and collaborates across the NYCPS to provide enrollment-related data and research support. This includes analyzing enrollment trends and projecting future enrollment.
In close collaboration with the others across NYCPS, the Senior Director works with schools, field staff, superintendents, and other central offices and divisions to define register projections for the upcoming school year, each winter/spring. The Senior Director also manages a range of other strategically important special projects for OSE, including the research and analysis needed to roll out new lower class sizes per New York State law, the analytical work associated with District 75 admissions and identifying seat availability to support Over the Counter enrollment at FWCs.

Key RelationshipsWorks closely with OSE Executive Directors, Senior Directors, Project Managers, and Community Coordinators. Closely collaborates with the Division of Operations and Finance under Deputy Chancellor of Operations, Division of School Leadership (DSL), Office of District Planning (ODP), Office of Space Management (OSM), DIAL, and Office of Community Schools on Register Projections, Class Size implementation and other special projects, which are jointly managed by multiple stakeholders.
ResponsibilitiesRegister Projections
- Create annual register (enrollment) projections for all NYCPS schools, broken out by Fair Student Funding category and grade level using historical analyses and various prediction models.
- Review historical prediction models against actual enrollment patterns to make recommendations for process improvements on an annual basis.
- Facilitate a cross‑functional working group around the projections process, including representatives from each relevant partner office, keeping all participants informed of the process as needed throughout the year and managing timeline effectively.
- Develop standard reports regarding projections and enrollment, which can be used by principals, borough offices (field teams), superintendents’ teams, FWCs, and central office staff to make informed decisions.
- Works with DSL and superintendents to ensure an appropriate level of participation from schools across various processes.
- Strategize across teams to standardize and streamline admissions processes across grade levels to create consistency, coherence, and clarity for schools and families.
- Work within and across central offices and organizations to raise policy issues regarding enrollment, admissions, eligibility, selection criteria and equity of access and develop processes to effectively implement these policies.
- Prepare presentations and professional development materials for OSE leadership, NYCPS leadership, and other stakeholders.
- Represent OSE at various meetings, which include cross‑functional NYCPS meetings, external meetings with parent groups, community organizations, etc.
