Location: New York

This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

Position

Objective:

The Assistant Director is responsible for directing the development of the Operating Budget and Financial Plan for assigned MNR departments and for monitoring financial performance. The Budget and Plan must provide the Agency with the resources it needs to achieve its mission while at the same time complying with MTA‑wide financial constraints and operating as efficiently as possible. The Assistant Director, who reports to the Deputy Director, is responsible for making financial and policy recommendations on all financial and strategic matters.

Responsibilities:
  • Oversee the development of the MNR Operating Budget. Guide and assist all assigned departments in preparing and submitting their budget requests.
  • Supervise staff and interact with divisional budget personnel and executive management. Monitor actual performance versus plan and make recommendations for corrective action and/or budget modification.
  • Work with MNR executive management and budget personnel to develop departmental strategic plans to support service goals.
  • Oversee that identified MNR costs are appropriately allocated to operating departments. Work with the Controller's Department to confirm allocation entries are correctly entered into the accounting system with expected results.
  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review the performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Act as an advisor and guide in setting the MNR department goals and level of efficiency.
  • Performs other duties as assigned.
  • Complies with all policies and standards.
  • May be required to work hours outside regular work hours, as applicable.
  • Observes the work performed by contractors, as applicable.
  • Reviews invoices and approves them if the work meets contractual standards, as applicable.
  • Addresses performance issues with the contractor when possible, as applicable.
  • Escalates issues to other parties when needed, as applicable.
Required Qualifications:

Required Knowledge/Skills/Abilities:
  • Knowledge of financial management concepts and techniques.
  • Knowledge of financial planning, analysis, forecasting, and control techniques.
  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Knowledge of computer applications and implementation for financial systems, Hyperion Planning applications, People Soft General Ledger, Commitment Control, Project Costing, and Human Resources applications.
Required

Education and Experience:
  • Bachelor’s Degree in Arts/Sciences (BA/BS) Finance, Business Administration, or Economics.
  • Minimum 8 years related experience, of which 5 years must have been in a supervisory/leadership position.
The Following is/are preferred:
  • Master’s degree in Arts/Sciences (MA/MS), Finance, Business Administration, or Economics.
  • Knowledge of MTA organization, including the detailed relationships with its constituent agencies.
  • Knowledge of state and local financial and political processes.
  • Knowledge of labor agreements and their related impact on the MTA and constituent agencies.
  • Knowledge of government taxation and subsidy funding as they are related to sustaining MTA operations.
