About the Office
The New York City Comptroller’s Office works to promote the financial health, integrity, and effectiveness of New York City government. The Bureau of Administration provides strategic support services in Human Resources, Procurement, Payment, Facilities Management, and Budget Management to strengthen and empower Office employees.
Position Overview
The Executive Director of Human Resources & Labor Relations will report to the Assistant Comptroller for Employment Services and provide operational leadership for all human resources and labor relations activities at the Comptroller's Office. The role develops and implements workforce strategies, employee engagement initiatives, and organizational development efforts that support the Office mission goals and operational objectives. The incumbent builds and maintains a high‑performing team.
- Oversee HR operations and records management.
- Direct recruitment, onboarding, and workforce development programs.
- Oversee performance management and employee evaluation programs.
- Leverage technology to accomplish unit goals.
- Develop and manage unit budgets.
- Ensure compliance with federal, state, and local employment laws, collective bargaining agreements, and DCAS rules & procedures.
- Develop, update, and administer standard operating procedures for operational units.
- Perform other duties as may be required.
- A master's degree from an accredited college in one of the specified fields and two years of full‑time professional experience, including 18 months in an executive, managerial, administrative, or supervisory capacity.
- A baccalaureate degree and four years of full‑time professional experience, including 18 months in an executive, managerial, administrative, or supervisory capacity.
- An associate degree or 60 semester credits and six years of full‑time professional experience, including 18 months in an executive, managerial, administrative, or supervisory capacity.
- A four‑year high school diploma and eight years of full‑time professional experience, including 18 months in an executive, managerial, administrative, or supervisory capacity.
- A combination of education and/or experience that is equivalent to one of the above categories, with college education substitutable for professional experience at the rate of 30 semester credits for one year.
- Deep knowledge of PSBs, Personnel Rules & civil service administration procedures.
- Excellent verbal and written communication skills.
- Ability to maintain confidentiality and exercise sound judgment.
- Strong people‑management skills, including staff development.
- Ability to leverage technology to drive strategic business outcomes.

- New York City residency is generally required within 90 days of appointment. Certain titles that have worked for the City for two continuous years may also be eligible to reside in surrounding counties. Discuss eligibility with the agency representative at the time of interview.
