Position Summary

The India Project Manager will provide strategic, operational, and technical leadership for the implementation of the ALCBT Project in India. The position will oversee project planning, stakeholder coordination, delivery management, reporting, and budget utilization while maintaining strong relationships with government partners, consortium partners, and private sector stakeholders. The position will report to the ALCBT Regional Project Manager and the India Country Representative.

Purpose

The India Project Manager will:

  • Lead work and budget planning, implementation, and monitoring of all India project activities under the ALCBT Project.
  • Ensure successful delivery of project outputs/outcomes related to low-carbon building policies, technical tools (Building Emission Assessment Tool and MRV tool), capacity building, green finance, Investment mobilization and pilot initiatives as mentioned in IKI project proposal.
  • Provide strategic guidance and technical oversight to the India project team and consultants.
  • Ensure alignment of project activities with GGGI priorities, donor requirements, and Government of India objectives.
  • Ensure achievement of project milestones, outputs, and outcomes within agreed timelines and budgets.
  • Guide & facilitate implementation of activities involving state governments, central governments, EESL, industry stakeholders, academia, financial institutions and building eco-system stakeholders.
Engagement

The India Project Manager will:

  • Build and maintain strong working relationships with central and state government agencies (Building Materials & Technology Promotion Council (BMTPC) and Bureau of Energy Efficiency (BEE),, local governments (State Designated Agencies (SDA) of project states, Town Planning Departments etc.), consortium partners (EESL, HEAT international and ACE), and relevant private sector stakeholders.
  • Represent GGGI and the ALCBT Project in high-level meetings, technical working groups, project steering committee (PSC) meetings, technical advisory committee (TAC) meetings, conferences, and stakeholder consultations.
  • Coordinate closely with the ALCBT Regional Project Manager, India Country Representative, GGGI Headquarters, consortium partners, consultants, and service providers to ensure effective collaboration and communication.
  • Convene and facilitate PSC meetings, TAC meetings, workshops, consultations, and project review meetings.
  • Promote visibility, outreach, and branding of the ALCBT Project across India and support at regional level.
  • Engage with regional project team and GGGI Headquarters on project progress meetings, risk management and compliance reporting.
  • Support resource mobilization and identification of opportunities for scaling project interventions beyond the current program period.
Delivery

The India Project Manager will:

  • Develop, execute and monitor annual work plans, budget plans, procurement plans, event plans, and implementation schedules.
  • Manage day-to-day implementation of project activities and supervise project staff, consultants, and service providers.
  • Ensure timely execution of project deliverables, including policy recommendations and their adoption, capacity-building programs, pilot projects, development of university syllabus, establishment of building registry and institutionalisation of BEAT at Subnational Governments, operationalization of green finance network and convening meetings at least once a year, investment mobilization, stakeholder engagement, outreach and knowledge products.
  • Monitor project budgets, expenditures, forecasts, and resource utilization aligned with project activities and deliverables, to ensure compliance with donor and GGGI requirements
  • Prepare/peer-review high-quality technical and progress reports, annual reports, donor reports, briefing notes, newsletters and management updates.
  • Ensure compliance with GGGI policies and procedures, including procurement, financial management, monitoring and evaluation, safeguards, gender, and communication requirements.
  • Assess, monitor and manage risks, proactively develop mitigation measures and implement mitigation actions in coordination with the project team.
  • Coordinate and support project level audits, evaluations, and donor missions.
  • Ensure all project information, documentation, and reporting requirements are maintained accurately in GGGI System and submitted on time.
  • Support GGGI India team in further resource mobilization through identification of opportunities, development of ideas/concepts, identification of potential donors
