Assistant Vice President, Property Management

Job DescriptionReporting to the Vice President,Property Management, the Assistant Vice President, Property Management oversees a portfolio of complex, permanent, supportive housing properties; blending traditional property management (leasing, finance, maintenance, compliance) with coordinating social services to ensure tenant stability; and linking vulnerable tenants with onsite case management services. The portfolio may include properties in development.
The Assistant Vice President plays a leadership role for the portfolio, acts as a liaison with other departments within Breaking Ground, and represents Breaking Ground to external stakeholders.
ESSENTIAL DUTIES AND RESPONSIBILITIES- Successful oversight and performance management of property management teams within the portfolio including Building Directors and Property Managers who manage maintenance and administrative teams
- Provide regular, structured supervision meetings for direct reports
- Responsible for implementing supervisory strategies, and systems of accountability to ensure that staff have adequate support, guidance, and oversight at all times
- Manage a portfolio of 24/7 building operations, ensuring properties are safe, clean, well‑maintained, and in compliance with housing codes and certifications
- Ensure property managers are identifying operational risks prior to agency, city, and state inspections
- Hold property leadership accountable for implementing and maintaining preventive maintenance programs; budget‑conscious inventory management; and timely, effective violation management
- Manage the portfolio’s operations to successfully meet benchmarks and targets including compliance with contracts, regulatory agreements, and reporting requirements; observance of safety and security protocols, and analysis of data outcomes, in order ensure high caliber of service delivery
- Ensure properties are in compliance with affordable housing programs (LIHTC, HUD) and agency deadlines
- Ensure KPIs are met for rent‑related activities: tenant rent collection, lease‑ups, re‑rentals, recertifications
- Oversee portfolio‑wide management of building violations, ensuring timely corrective action, regulatory compliance, and successful resolution in coordination with property teams and governmental agencies
- Promote fiscal responsibility and ensure profitable operations, including balancing short‑term and long‑term budgets, ongoing financial monitoring, and recommending adjustments, such as budget modifications and reserve drawdown
- Manage vendor relationships to ensure quality and maximize operational and cost efficiencies
- Develop and maintain strong, collaborative partnerships with onsite social services leadership and external partners
- Performs other related duties as assigned
- Bachelor’s Degree or equivalent experience
- Minimum of 10 years of experience in supportive housing, social services, policy or housing development
- Minimum of 7 years of experience in a managerial or supervisory capacity
- Strong background in affordable/supportive housing operations
- Strong knowledge of local, state, and federal housing and social service regulations and funding sources including Low Income Housing Tax Credit (LIHTC). Understanding of NYC/NYS housing and homelessness policy and effective solutions for addressing homelessness and housing insecurity
- Excellent client service and people skills, including the ability to communicate clearly and concisely
- Ability to think clearly and calmly to prioritize work and handle emergencies efficiently and effectively, with sound judgment
- Strong organizational skills with the ability to manage multiple significant priorities, and the ability to work under pressure and to meet deadlines
- Demonstrated ability to effectively communicate and collaborate with government agencies and other external stakeholders
- Advanced proficiency with Microsoft Office Suite programs including Word, Excel, Outlook, and Microsoft Teams
