For over 125 years, Catholic Charities Brooklyn and Queens has been providing quality social services to the neighborhoods of Brooklyn and Queens and currently offers 160-plus programs and services for children, youth, adults, seniors, and those struggling with mental illness.

Our residential housing programs serve clients with a variety of needs, including those who are formerly homeless and those struggling with mental illness.

POP Management is an in house property management company of Catholic Charities Brooklyn & Queens. POP Management is the largest provider of affordable housing in Brooklyn & Queens. POP Management provides affordable housing to low-income seniors and to those with documented history of homelessness, substance abuse, and chronic mental illness. POP Management oversees and manages 25 senior buildings with 2,400 units and 4 supportive residences with 300 units for formerly homeless adults/veterans consisting of 300 units.

The objective of POP Management is to provide high quality housing that responds to the needs of low-income seniors and supportive populations.

STATEMENT OF THE JOB

The Energy Manager will provide leadership for reducing energy consumption at Progress of Peoples Management affordable housing portfolio in conjunction with NYSERDA PON 3701 - On-site Energy Manager Program. The Energy Manager will work collaboratively with real estate teams to identify and implement energy saving opportunities related to operational initiatives, preventative maintenance, and capital improvements.

The position will report directly the Asset Manager and require collaboration with the organization’s internal Management Teams, Progress of Peoples Management Corporation and Fiscal Department to strategize on proactive courses of action to monitor the fiscal and physical health of the housing portfolio.

A. Energy Management & Sustainability

1. Energy Planning, Tracking, and Compliance

  • Monitor and analyze energy consumption across 34 projects to identify inefficiencies and opportunities for savings and improvement.
  • Lead the organization’s efforts to develop carbon reduction and electrification goals and plans as established by the OSEM program.
  • Develop and implement an Energy Management Plan, aligning with NYSERDA’s Scope of Work requirements.
  • Establish and maintain an energy-tracking and reporting system to ensure compliance with NYSERDA and regulatory requirements.
  • Lead a cross-functional energy team, coordinating regular meetings to track energy performance and best practices.

  • Integrate energy efficiency measures into capital planning and facilities operations, ensuring alignment with long-term asset management strategies.
  • Conduct walkthrough audits to identify and prioritize energy-saving initiatives.
  • Develop a Measurement & Verification (M&V) strategy to evaluate the effectiveness of energy efficiency projects.
  • Identify operational savings opportunities by reviewing maintenance operational schedules and procedures, and audit reports.
  • Lead monthly project management check-ins with NYSERDA via conference call or written memo at least once per month

3. Staff Training and Development

  • Develop and implement training programs for maintenance and property management staff on energy efficiency and operational best practices.

4. OsEM Program Requirements

  • Facilitate regular check-ins with NYSERDA representatives and submit required quarterly and final reports.

B. Performance Metrics & Deliverables

  • Energy tracking system fully implemented within 3 months.
  • % energy reduction goal achieved within 12 and 24 months.
  • Quarterly and final reports submitted to NYSERDA on time.
  • Completion of walkthrough audits and identification of cost-saving opportunities.
  • Execution of at least one major energy efficiency project during first 24 months.

QUALIFICATIONS:

  • Bachelor's degree in engineering or a related technical field
