Turner & Townsend is seeking an experienced Vice President, Construction Management to join our team to expand and oversee our Program Management Consultant (PMC) services specifically for infrastructure clients.

The identified individual will be responsible for leading PMC services for major transit-orientated infrastructure programs throughout the New York and New Jersey metropolitan region. This individual serves as the primary client-facing leader and is accountable for leading and building teams to deliver complex, multidisciplinary transit and transportation projects.

The role requires extensive experience managing large-scale infrastructure programs for agencies including MTA, NYCT, LIRR, Metro-North, NJ Transit, Port Authority of New York & New Jersey.

The PMC Lead will provide strategic leadership, governance, risk management, stakeholder engagement, commercial oversight, and team management while ensuring successful delivery of program objectives related to cost, schedule, quality, safety and sustainability.

Reporting to the USA Infrastructure lead, the key responsibilities for this role include:

Strategic Planning
  • Development of the Infrastructure PMC Services Strategic Plan for the New York / New Jersey region. The plan will serve as a basis for developing the best approach for securing PMC opportunities with existing and new clients, including partnerships and Joint Ventures with business partners.
  • Develop the pipeline of opportunities within the region.
  • Provide thought leadership at a regional level to support future opportunities.
Business Development and Client Account Management
  • Build organizational capability to lead PMC services for large-scale transit programs
  • Serve as the trusted advisor to executive-level client stakeholders
  • Lead the response to Request for Proposals (RFP) on behalf of Turner & Townsend for PMC services.
  • Key metrics include identification of new opportunities and successfully winning new opportunities.
  • Works with our broader sector leadership to integrate, identify and grow opportunities.
  • Able to lead the recruitment and selection process to staff identified opportunities.
Assurance and Oversight
  • Substantial PMC leadership and delivery experience to enable quality oversight and assurance of deliverables.
  • Line management of personnel filling PMC delivery roles.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
  • Bachelor’s degree in construction management, engineering or field related to construction.
  • Minimum 20 years of relevant experience
  • Professional Engineer (P.E.) in the state of New York
  • A thorough knowledge of Program and Construction Management methods and best practices.
  • A thorough knowledge of forecasting, budgeting, planning, design, schedule and scope management.
  • Have the technical skills to read, understand, and communicate contract requirements including construction drawings and specifications and interpret construction methods.
  • Be able to understand and follow site HSSE Policies.
  • Technology competent in using the following Software: MS Outlook, MS Word, MS Excel, MS Project, MS PowerPoint.
