Position: DEPUTY DIRECTOR, PROCUREMENT OPERATIONS II
Location: New York

The Information Technology Bureau, Fiscal Affairs Division, administers and manages the $250M+ Expense, $200M Capital, and Grant budget portfolio to fund day-to-day operations and key strategic technology investments at the NYPD.

Reporting to the Director, the division is seeking a dynamic and experienced Deputy Director of Procurement Operations to help oversee the management of the bureau’s complex IT procurement portfolio, including infrastructure, licensing, and consultant services. The Deputy Director will be responsible for ensuring the accuracy, compliance, and timely execution of all activities supporting the implementation and management of purchase orders and contracts under Procurement Policy Board (PPB) rules.

The selected candidate will be assigned, but not limited to, the following duties:

  • Plan, direct, and oversee the day-to-day Procurement Operations subdivision, ensuring strategic prioritization and timely processing of procurements based on operational urgency, submission deadlines, and mission-critical needs to maintain uninterrupted services.
  • Collaborate with program, technical, and professional staff to develop specifications and procurement documentation for both routine and complex solicitations and provide expert guidance during vendor engagement and contract negotiations.
  • Recommend appropriate procurement methods, including NYS Office of General Services (OGS), Federal General Services Administration (GSA), and NYC Department of Citywide Administrative Services (DCAS) requirement contracts; conduct market and price analyses; evaluate vendor responses; and help ensure defensible vendor selection.
  • Review procurement documentation to ensure adherence to Procurement Policy Board (PPB) rules, agency oversight requirements, and external regulatory standards; serve as a liaison to the bureau and the Agency Chief Contracting Officer.
  • Document, track, and monitor all procurement actions through final approval by senior contracting leadership, including the Deputy ACCO, First Deputy ACCO, and ACCO; prepare and manage required bureau procurement tracking reports.
  • Provide leadership, training, and professional development for subdivision staff to ensure consistent application of agency procurement policies, procedures, and best practices; and
  • Lead or contribute to special projects and initiatives in support of bureau-wide procurement, operational, or strategic objectives.
Additional Information

Minimum Qualifications
  • A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
  • A combination of education and/or experience equivalent to  1  above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in  1  above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in  1  above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in  1  above.
