Position: STRATEGIC PROJECTS MANAGER
Location: New York

New York City Housing Authority (NYCHA), the largest public housing authority in North America, was established in 1934 to provide safe, affordable housing to low- and moderate-income New Yorkers. NYCHA serves approximately 1 in 17 New Yorkers through more than 177,000 apartments across 335 developments, including public housing, Section 8, PACT/RAD, and Preservation Trust programs.

The Resident Services, Partnerships, & Initiatives (RSPI) division connects residents with programs, services, and opportunities that promote strong, thriving communities. Through partnerships with community organizations, government agencies, and private-sector stakeholders, RSPI advances economic opportunity, health equity, civic engagement, leadership development, and community-based programming throughout NYCHA developments.

The Special Projects Unit oversees resident-centered initiatives, leadership trainings, and cross-agency collaborations designed to strengthen communities and empower resident leadership. The unit also coordinates community partnerships, public safety initiatives, and special event requests on NYCHA property.

Position Overview

The Special Projects Unit is seeking an experienced Strategic Project Manager to support the Office of the Vice President. Reporting directly to the Vice President of Special Projects, the selected candidate will provide operational, strategic, and administrative support to advance unit priorities and improve organizational effectiveness.

Key Responsibilities
  • Serve as a liaison between the Vice President and unit staff to facilitate communication, identify operational challenges and develop effective solutions.
  • Support strategic planning initiatives, change management efforts, and business process improvement projects within the Special Projects Unit.
  • Develop and strengthen operational systems and project management processes to improve coordination and collaboration across teams.
  • Monitor, evaluate, and analyze divisional performance metrics and service delivery outcomes; recommend process improvements to enhance efficiency and effectiveness.
  • Manage sensitive and high priority matters on behalf of the Vice President, including personnel-related issues, correspondence, and special initiatives that support organizational infrastructure and growth.
  • Represent the Vice President and the Special Projects Unit in meetings, interdepartmental collaborations, and internal/external working groups and committees.
  • Lead and manage special projects and additional assignments as needed.
  • Perform related duties in support of departmental operations and strategic objectives.
  • Ability to work flexible hours, including evenings and weekends, as required to support events, meetings, and special projects.

Minimum Qualifications
  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
Preferred Skills
  • Bachelor's degree from an accredited college or university.
  • Demonstrated experience in community organizing, coalition-building, stakeholder engagement, or consensus-building initiatives.
  • Proven ability to lead complex projects, implement systems, and apply operational best practices.
  • Strong organizational, analytical, quantitative, and qualitative problem-solving skills.
  • Excellent written and verbal communication skills with exceptional attention to detail.
  • Experience working with NYCHA residents and/or public housing communities preferred.
  • Self-motivated strategic thinker with strong project management and decision-making abilities.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Visio) and virtual collaboration platforms such as Zoom and Microsoft Teams.
