HOURS OF WORK: 8:00 am - 4:30 pm (7.5 hours/day) or as required
FULL/PART-TIME: FULL
SALARY RANGE: $125,000 - $146,000
DEADLINE: Until filled
This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Job Summary:
This position reports to the Senior Director, Procurement and manages a staff of direct reports and subordinates. Responsible for providing user departments with the materials and services needed to meet business goals by directing the daily operations and activities of the procurement process, including: the development of procurement strategies, client consultation, inventory management, vendor negotiation, preparation and validation of procurement documents, contract interpretation, ensuring conformance with applicable laws and policies, management reporting, and market research to increase the level of competition.
Responsibilities:
- Manages, trains, and develops personnel to effectively and efficiently carry out the functions of the unit. The functions may include procurement activity (rolling stock, technology contracts, inventory and non-inventory materials, and contracts for technical and professional services) for the User departments; negotiations of change order/AWO prices; cost/price analyses performed in support of the procurement activity, as well as the promulgation of procurement policy and procedures.
- Responsible for ensuring post-award support for the user departments in their management of contracts. Accountable for ensuring that staff maximize, where possible, opportunities for full and open competition and liaise with vendors.
- In coordination with the Senior Director (previously ACPO), selects, develops, and motivates personnel within the department. Provides career development for subordinates including prompt and effective coaching and counseling. Responsible for discipline of employees when necessary. Reviews performance of staff. Creates a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
- Assists in the development, review, and implementation of policy and procedural changes and alternate strategies regarding the procurement function based upon operational performance analysis to increase efficiency and effectiveness of available personnel.
- Assists in the development and implementation of procurement policy and procedures within the framework of applicable FTA, state, city, and MTA regulations, statutes, and sound business practices; revision of procurement methods and procedures to incorporate changes based on regulatory and statutory changes; oversees the implementation of those revised procurement methods and procedures by staff into the procurement process.
Required Knowledge/Skills/Abilities:
- Knowledge of public sector procurement management process; public accounting; advanced knowledge of contracting techniques, negotiation strategies, and project management skills.
- Excellent communication and interpersonal skills.
- Excellent organizational and presentation skills.
- Demonstrated ability to work with all internal levels within a given organization, including the MTA Board.
