Salary Range: $102,739 – $128,424

Schedule: May need to work outside normal hours (evenings, weekends)

Travel: Required to other MTA locations or external sites

Mission

MTA Construction & Development (C&D) is responsible for the planning, development, and execution of all capital construction projects across the MTA region. Through centralized oversight and management of the MTA’s $64 billion Capital Program, C&D ensures the efficient delivery of critical infrastructure projects that support the region’s vast transportation network. As part of the Metropolitan Transportation Authority, the largest transportation network in North America, C&D plays a key role in modernizing and expanding services that support 15.3 million residents across New York City, Long Island, southeastern New York State, and Connecticut.

Telework Eligibility

This position is eligible for telework, currently one day per week. New hires can apply 30 days after their effective date of hire.

Job Summary

The Assistant Director, Commercial, has authority for decision-making, staffing, and budget within their functional area, subject to approval of key business and policy issues by departmental or senior management. They provide high-level analysis, recommend policy and procedural changes with final approval from upper management, and support implementation. They collaborate with Program Directors, Commercial Managers, Project Management, and Counsel to navigate risk review/mitigation processes and implement best commercial/change management practices.

They guide and assist the Project Manager in procurement-phase design scope and budget management, commercial engagement with technology providers, equipment manufacturers, and suppliers, and establish and maintain the project risk register. They review contract documents to minimize conflicts and ambiguity.

Responsibilities
  • Provide high-level analysis and recommend policy/procedural changes.
  • Present recommendations for approval from departmental or senior management.
  • Support implementation of approved changes.
  • Provide input into overall strategy and approach in consultation with senior management.
  • Collaborate with Program Directors, Commercial Managers, Project Management, and Counsel to prepare for risk review/mitigation processes.
  • Implement effective commercial and change management best practices.
  • Guide and assist the Project Manager in managing procurement‑phase design scope and budget and potential changes.
  • Assist the Project Manager and design team in commercial engagement with technology providers, equipment manufacturers, and suppliers.
  • Collaborate with the Project Manager to establish, track, and administer the project risk register.
  • Review all contract documents to minimize conflicts and ambiguity.
Qualifications
  • Bachelor’s degree in Quantity Surveying, Engineering, Architecture, Economics, Construction or Project Management, Business Administration, Transportation, or a related field.
  • Minimum eight (8) years of related experience.
  • Minimum four (4) years in a management or supervisory role and/or project/commercial manager role in a large, multi‑faced organization.
  • Preferred experience in project management of highly complex systems.
  • Proven ability to collaborate with stakeholders and drive outcomes.
  • Excellent communication and interpersonal skills.
  • Demonstrated ability to work in a high‑profile, high‑pressure environment effectively.
  • Focus on delivering results, organizational effectiveness, and continuous improvement.
  • Proven leadership as a change agent and creative/innovative thinker aligned with business goals to drive process improvements.
  • Excellent team‑building, listening, problem‑solving, and prioritization skills.
