Position Summary: The Senior Executive Director of Strategy will serve as the Division's principal architect for long-term transformation.
Reporting directly to the Deputy Chancellor, the Senior Executive Director of Strategy will help lead one of the nation's largest system redesign efforts—shifting from a model historically centered on separate specialized programming toward a citywide system that expands high-quality neighborhood-based options while preserving specialized pathways for students whose needs require them.
The successful candidate will combine policy expertise, strategic planning, operational excellence, and exceptional change management to translate vision into measurable results.
This position is designed for someone who thrives in ambiguity, enjoys solving complex public-sector challenges, and can align dozens of stakeholders around a shared direction. Performs related work.

Key Relationships: Works closely with Leadership from the Office of Student Enrollment; intensive collaboration and offices in the DOE, including Finance, Space Planning, District Planning, Office of Teacher Recruitment and Quality, Office of Multilingual Learners, Division of School Leadership, and Superintendents and their teams. Works closely with leadership across the DIAL portfolio to ensure the goals of the division.
Strategic Planning- Develop and oversee DIAL's multi-year strategic roadmap for special education, leading to improved outcomes and experiences for students, staff, and families.
- Establish DIAL’s priorities for special education, in alignment to the Chancellor's vision.
- Translate broad goals into executable initiatives, to be tracked and monitored for progress.
- Design and implement policies that increase access to neighborhood-based programming.
- Evaluate existing regulations, review qualitative and quantitative data, and recommend changes.
- Analyze the impact of proposed legislation and policy changes on students, families, staff and NYCPS as a whole.
- Lead major redesign initiatives including:
- The expansion of high-quality inclusive programs in every community
- Evaluation of the quality of all programs, with clear recommendations for program improvement
- Organizational redesign and modernization efforts
- Serve as a trusted advisor to the Deputy Chancellor by:
- Preparing executive decision memos, for presentation to the Deputy Chancellor, Chancellor, and First Deputy Mayor
- Developing internal and external communications
- Synthesizing complex information
- Presenting strategic recommendations
- Anticipating implementation risks and developing risk mitigation strategies
- Develop key performance indicators that align to the goals and objectives of the Deputy Chancellor.
- Monitor implementation fidelity through clear systems and structures
- Identify opportunities for continuous improvement across all levels of the organization
Qualification Requirements:
Minimum
- Bachelor’s degree from an accredited college and 4 years of satisfactory experience in change management, organizational strategy, project management, or a related field, at least 18 months of which must have been in an administrative, managerial, consultative or executive capacity or supervising personnel performing activities related to the duties of the position; or
- A combination of education and/or experience equivalent to ʺ1ʺ above. However, all candidates must have the 18 months of administrative, managerial, executive, consultative or supervisory experience described in ʺ1ʺ above.
