The Bureau of Administration is committed to delivering strategic support services to strengthen and empower Office of the New York City Comptroller employees as they work toward ensuring the City's fiscal health. We provide service and support in a manner that promotes communication, transparency, and collaboration. These services include Human Resources, Procurement, Payment, Facilities Management, and Budget Management.

Reporting to the Executive Director of Compensation & Compliance, the Director of Payroll, Timekeeping & Special Leaves Manager is responsible for directing, coordinating, and performing all activities related to payroll administration, timekeeping operations, and leave management for the agency. The Director provides leadership to staff while personally executing complex payroll and timekeeping functions, ensuring compliance with all applicable laws, regulations, and citywide policies;

and a commitment to accurate and timely processing and inquiry resolution.

  • Oversee Payroll & Timekeeping Operations
  • Lead Staff & Manage Daily Workflows
  • Review & Validate Payroll Reports
  • Conduct Audits & Prepare Analytical Reports
  • Oversee Special Leave Requests
  • Ensure Policy & Regulatory Compliance
  • Manage Managerial Lump Sum Payments
  • Serve as Agency Liaison for Payroll & Time/Leave Matters
  • Provide Customer Service & Issue Resolution
  • Administer Motor Vehicle & Parking Fringe Benefits
  • Lead Special Projects

Minimum Qualifications

A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision‑making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty;

An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.
