Job SummaryThe Assistant Deputy Chief will lead enterprise governance, lifecycle planning, strategic sourcing, contract management, supplier oversight, and performance management for MTA's non-revenue fleet and directly related operational categories. The role will develop and maintain an enterprise fleet replacement plan, establish common lifecycle and specification standards, coordinate budget and OEM ordering timelines, improve total cost of ownership and fleet utilization, consolidate and standardize procurement activity, and strengthen disposition, supply continuity, and zero-emission transition planning.
Responsibilities- Serves as the enterprise liaison to ensure consistency in requirements, specifications, processes, and procurement practices across departments and operating units.
- Oversees long range planning, replacement cycles, and asset lifecycle strategies to ensure alignment with operational, financial, and sustainability objectives, while collaborating with the planning team on demand and forecast analysis, buy decision development, delivery scheduling, and the coordination of expediting and inspection activities.
- Develops enterprise category strategies by evaluating supplier markets and overseeing sourcing approaches that maximize value and reduce risk, while directing sound procurement and inventory management practices to ensure the availability of critical materials and services necessary for safe and efficient operations.
- Negotiates, or oversees negotiations, on new technology and complex, multi faceted service contract awards, including high value and strategically significant agreements with corporate leaders of major multinational organizations.
- Counsels executive staff/senior management on recommended strategies associated with long-term category/department business plans.
- Develops and implements strategies, policies and procedure for legal and technical sufficiency, method of solicitation, risk analysis, alternate sourcing efforts, submission requirements, bid/proposal evaluation, responsibility determinations, payment terms, maximization of M/WBE/SDVOB goals, vendor qualification and performance reviews.
- Active and visible change agent that develops employees and creates a climate of continuous improvement, high engagement, motivation, flexibility and agility. Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
Knowledge/Skills/Abilities
- Experience in Lean concepts in supply chain, operations
- Must have knowledge of Procurement Operations / Supplier Management; ERP / Business and Supply Chain Systems.
- Must have knowledge of visualization tools, PowerBI, Tableau, etc.
- Must have the ability to comprehend high-level business strategy objectives and effectively develop / execute ‘roadmaps’, milestones, detailed implementation plans and KPI’s.
