HOURS OF WORK: 8:00 am - 4:30 pm (7.5 hours/day, or as required)

FULL/PART-TIME: FULL

SALARY RANGE: $200,000 - $233,986

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Job Summary

This position is responsible for strategic direction, operational planning, governance and systems related to all procurement activities (cross-Agency) at the MTA. This position will need to improve overall performance of the Procurement function. Directly oversees MTAHQ Procurement Operations organization, responsible for Direct, Indirect and non C&D MTA procurement spend categories. Other key responsibilities include recruitment, development, and performance appraisal of staff.

Responsibilities
  • Leads development of the MTA’s Procurement strategy based on overall corporate strategy and business goals.
  • Implements a new consolidated organization focused on a category management procurement approach that leverages data and analytics for decision making and cost reductions
  • Drive a safety-first culture and ensure that safety, quality and environmental standards are fully satisfied in each procurement action
  • Drives development of best practices, continuous process improvement, policies, knowledge management and standards that result in lower purchasing costs and greater efficiencies across MTA
  • Defines performance expectations, savings goals for the MTAHQ Procurement organization and establishes targets of direct reports to match overall strategic objectives.
  • Identifies and evaluates risk, introduces mitigation plans, monitoring procedures and routine compliance reviews.
  • Responds to internal and external auditors, implementing audit recommendations when appropriate.
  • Drives development of efficient procurement systems and data integrity
  • Responsible for procurement sustainability and business continuity planning.
  • Performs other duties as assigned
  • Complies with all policies and standards
  • May be required to work hours outside regular work hours, as applicable
  • Observes the work performed by contractors, as applicable
  • Reviews invoices and approves them if the work has contractual standards, as applicable
  • Addresses performance issues with the contractor when possible, as applicable
  • Escalates issues to other parties when needed, as applicable
Required Knowledge/Skills/Abilities
  • Advanced knowledge of varied procurement methods, standard practices, systems, and policies and procedures, and contracting processes.
  • Best practice procurement strategy skills and experience.
  • Ability to identify trends and improvement opportunities aligned with business objectives and strategic plans.
  • Excellent negotiation skills.
  • Executive level presence; ability to partner with senior leadership to craft and execute visionary solutions that deliver value to end customers.
  • Executive and Board level management ability with skills to communicate at Executive leadership level.
  • Demonstrated experience working cross-functionally with strong personalities to drive consensus and achieve common goals.
  • Strategic orientation, inquisitive, comfortable with ambiguity, and self-motivated.
  • Strong executive presence, demonstrated leadership and collaboration skills with ability to build effective relationships and influence peers and key stakeholders.
