Department Overview

The Marks JCH is a citywide leader in employment and workforce development for some of NYC's most vulnerable populations. We are a go‑to workforce development resource for low‑income immigrants and newcomers providing access to Adult Literacy (ESOL), occupational trainings, job placement and retention, career readiness, education and wrap around supports for individuals motivated to enter the workforce.

Position Summary

The Director of Self‑Sufficiency is an experienced, visionary leader who is part of the senior management team and oversees a diverse portfolio of adult literacy and employment‑related programs. Reporting to the Assistant Executive Director, this role provides strategic direction, and operational oversight to ensure the highest standards of service delivery. The Director plays a pivotal role in advancing the organization's mission and fostering innovative program opportunities that meet the evolving needs of the community.

The ideal candidate has a proven track record in leadership, program management, and staff supervision. They possess strategic reasoning and problem‑solving ability as well as a collaborative approach to team building. Direct experience with community‑based services and Russian English bilingual proficiency are strongly preferred.

  • Develop, direct and supervise comprehensive employment and adult literacy services
  • Oversee and manage self‑sufficiency program budgets in collaboration with the AED and finance team.
  • Expand job placement, retention, and career advancement services to ensure upward mobility and financial stability of graduates.
  • Manage program expenses, coordinate staff allocations, track expenses, and maximize billing for performance‑based contracts.
  • Oversee multiple external data system and internal (client management) CRM and conduct internal audits to ensure documents, progress notes and outcomes are of quality and completed in a timely manner.
  • Develop presentations, coordinate site visits, draft reports, and present to the private and government funders.
  • Work in collaboration with various funding sources and stakeholders.
  • Supervise, develop, and hire self‑sufficiency staff to ensure meeting the goals, objectives and milestones of the various programs. Staff include Adult Literacy Director, Employment Services Director, Youth & Young Adult Workforce Project Director, employment coordinator manager, intake support, case manager, job developers and instructors.
  • Support marketing programs for participant recruitment and marketing of partner/employer events. Collect success stories and pictures for funders and agency's marketing personnel and vehicles.
  • Stay current with labor market data and leverage networks to align training and credential programming to meet current local and state workforce needs.
  • Provide innovative program development and operational ideas and solutions for workforce and literacy programming.
  • Support the development of proposals in response to additional workforce RFPs
  • Develop employer and community partnerships with local businesses that lead to employment opportunities, internship sites, and networking/collaboration opportunities.
  • Support the employment director(s) and job development team to achieve job placements and client retention
  • Support the adult literacy director and case manager team to achieve enrollments and literacy increases.
