SALARY RANGE:$ 151,666 to $199,667

Agency MissionMTA Construction & Development (C&D) is responsible for the planning, development, and execution of all capital construction projects across the MTA region. Through centralized oversight and management of the MTA ' s $ 68.4 billion Capital Program, C&D ensures the efficient delivery of critical infrastructure projects that support the region ' s vast transportation network. As part of the Metropolitan Transportation Authority, the largest transportation network in North America, C&D plays a key role in modernizing and expanding services that support 15.3 million residents across New York City, Long Island, southeastern New York State, and Connecticut.

This position is eligible for telework , which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
Job SummaryThe MTA Construction and Development (C&D) Department is actively seeking an Assistant Vice President , Program Executive (Digital Implementation Office) to lead and manage all aspects of organizational change management pertaining to C&D’s digital transformation. This position is located in the President’s Office under the Digital Implementation Office.
Responsibilities- The AVP will lead the development and implementation of change management initiatives, primarily pertaining to the development, execution and ongoing improvement of the project management information system (PMIS), as well as all aspects of the Digital Strategy Roadmap.
- The AVP will provide visionary leadership in the creation and implementation of an agency-wide change management and communications plan, conveying the vision, benefits and involvement expected by each part of the business. User focus, empathy, exceptional writing and communications skills, and the ability to explain complicated technology changes to non-technical colleagues are key to effectiveness in this role.
- The AVP is responsible for successfully managing and mentoring staff to enable the agency to deliver highly effective communications and training, gather feedback, track actions and decisions, develop reporting, and convey the value of the tools being developed and the path ahead in support of delivering the $68B capital program.
- Identify issues and risks and ensure timely resolution and mitigation.
- Recommend solutions to executive management for the resolution of critical issues.
- Manage project and program activities, measure and improve effectiveness, ensure user preparedness, and minimize the learning curve and impact on agency operations.
- Coordinate program activities with the executive and senior leadership teams, C&D staff, contractors, consultants, MTA operating agency staff, and other stakeholders.
