Under the direction of the Chief Financial Officer, and with reference to the corporate Director, Systems and Programming job specification, plans, organizes, directs, controls, and coordinates the activities of the Data & Analytics unit at NYC Health + Hospitals / Lincoln, including systems analysis, reporting design, and application development in support of facility operations. Serves as the single point of accountability to the Chief Financial Officer for the facility’s analytic output — reports, dashboards, measure definitions, and submitted figures — with Epic as the principal system of record.

Maintains a high level of technical competence within the unit and ensures that all quality standards comply with internal policies and with prevailing industry standards for healthcare data management and analytics.

• Direction of the Data & Analytics unit. Plans, organizes, directs, controls, and coordinates the activities of the Data & Analytics unit, comprising six positions organized into two reporting domains and a health care standards function. Establishes the unit’s work plan, service standards, and production calendar, and serves as the single point of accountability to the Chief Financial Officer for the unit’s output.
• Team development and staffing. Develops and maintains a team of consultants, systems analysts, application developers, and support personnel at a level consistent with the information system and reporting requirements of the facility. Maintains comparable capability across both reporting domains so that neither depends on a single individual. Identifies staffing needs, defines the competencies each seat requires, and escalates structural or staffing constraints through the established process.
