** JOB SUMMARY
** The Program Director oversees the management and operations of the facility to ensure residents receive proper and appropriate services that promotes independence, self-sufficiency, and stabilization in a safe, healthy, and culturally sensitive residential environment; and staff are sufficiently equipped and resourced in a safe and healthy work environment. The Director ensures the facility structure, building conditions and maintenance practices are compliant with all applicable building and housing code and is monitored by 24/7 security;

adequate staffing in accordance with DHS and OTDA regulations; and all required documentation and reporting are submitted correctly and on schedule to CHI, government agencies, funders, and other oversite agencies.

* JOB-RELATED DUTIES – ESSENTIAL FUNCTIONS
** These duties are essential and specific to the successful implementation of this position.
*** RESIDENTIAL SERVICES
*** Ensure residents receive quality and appropriate services per organizational principles and program requirements.
* Ensure Social Service unit executes residential services properly and on schedule including intakes and assessments, room inspections, case management sessions, service coordination and advocacy, workshop facilitation, and discharge planning.
* Ensure direct and coordinated residential services comprehensively address health and nutrition, mental health, immigration, and citizenship, legal, education and vocation, employment and income, English language acquisition, cultural adaptation, trauma recovery, and other human issues and social needs.
* Develop and maintain a resource network, inclusive of formal and informal partnerships and service agreements, of external providers and organizations that offer support and direct services.
** PROGRAM MANAGEMENT
*** Ensure compliance with funding contracts, partnership and service agreements, and all applicable city, state, and federal laws, rules, and regulations.
* Ensure program and contractual deliverables are met. Evaluate program performance and productivity outcomes and develop enhancement strategies for underperforming areas. Ensure CHI program KPIs are aligned with metrics and deliverables.
* Update and maintain Policy and Procedure manuals in compliance with DHS shelter operations guidance and CHI policies. Disseminate and enforce policies and procedures to all site staff.
