the department of social services (dss) is comprised of the administrative units of the new york city human resources administration (hra) and the department of homeless services (dhs). Hra is dedicated to fighting poverty and income inequality by providing new yorkers in need with essential benefits such as food assistance and emergency rental assistance. Dhs is committed to preventing and addressing homelessness in new york city by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

the community food connection seeks to improve the nutritional status of low-income new yorkers by providing food and funding to approximately 600 emergency food programs (food pantries and community kitchens; and facilitating and monitoring snap outreach services throughout the emergency food network, monitoring and managing snap outreach services provided by contracted vendors; and promoting food support benefits.

the community food connection (cfc) is recruiting for one (1) administrative community relations specialist nm-ii to function as director of efnap who will:

  • direct program operations by exercising independent authority over administrative and operational planning, resource allocation, and performance monitoring across a large, multi-faceted community services program.
  • work with the executive director to formulate monitor and control systems to ensure full utilization of all funds and implement these systems.
  • make critical decisions about matters of significance affecting program design, service delivery, and fiscal management.
  • serve as the senior liaison between hra and the emergency food provider network, independently develop and sustain collaborations with cbos, community kitchens, food pantries, and other stakeholders to coordinate access to funds and services.
  • oversee and evaluate usage reports detailing individual program expenses and allocation balances to inform programmatic and policy decisions.
  • perform analysis of periodic reports to monitor all food vendor delivery activity, identify ordering trends, and recommend corrective or strategic actions based on program balances.

minimum qualifications
  • a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the u. S. Secretary of education and by the council for higher education accreditation (chea) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy‑making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity;

    or
  • a four‑year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and eight years of satisfactory, full‑time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy‑making capacity with responsibilities as described in "1" above; or
  • education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy‑making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years.
