Arborist; Planning and Development Civil Service

Job Summary

The Arborist reviews landscape plans for compliance with the City’s landscape and tree conservation ordinance as defined in the Dallas Development Code. The role communicates proper landscaping and tree conservation techniques to public and private entities, coordinates and leads public tree plantings, and manages an inventory of trees located on City of Dallas property.

The Arborist evaluates landscape plans, interacts with landscape architects, horticulturalists, developers and city departments, and ensures proper tree preservation. The position coordinates planting events, maintains tree inventory, and provides guidance on best practices for tree planting and care.

• Review and approve landscape, tree removal, and mitigation plans to ensure compliance with tree conservation regulations.
• Assess accuracy of platted properties and tree surveys, determining required mitigation based on tree health and risk.
• Coordinate with supervisors and associated professionals for construction document approval related to landscape and tree conservation.
• Assist in creation of tree protection plans for City projects.
• Inspect construction projects for proper tree protection and investigate violations.
• Provide assessments, reports, and remediation plans; may attend court to testify on regulations.
• Consult with residents, developers, City staff, and other parties on landscaping and tree conservation issues.
• Present topics on landscape and tree care to garden clubs, schools, and other organizations.
• Coordinate and supervise tree planting on public property, educating participants.
• Assist with managing and maintaining an inventory of trees across the City.
• Perform duties such as assessing tree risk, investigating illegal removals, responding to citizen complaints, and applying for grants.
• Perform additional support work, write letters, issue citations related to tree conservation regulations, and complete other assigned tasks.

• Thorough knowledge of trees and landscaping materials, including planting, pruning, and care techniques.
• Deep understanding of soil science, infiltration, and penetration rates.
• Knowledge of ordinances concerning tree preservation, landscaping, escarpment zone, soil erosion, non-point source pollution, and sedimentation.
• Familiarity with International Society of Arboriculture standards for tree care.
• Knowledge of plant material design, layout, and irrigation techniques.
• Awareness of environmental factors related to biology, geography, forestry, hydrology, etc.
• Ability to establish and maintain relationships with City employees, developers, contractors, and the public.
• Firm, fair, and tactful enforcement of regulations.
• Ability to read and interpret construction plans for compliance with landscape and tree preservation ordinances.
• Skill in preparing reports, letters, and performing mathematical calculations.
• Computer proficiency, including Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).
• Ability to conduct public outreach to diverse community groups in formal and informal settings.
• Effective verbal and written communication skills.

Education

• Bachelor’s degree (or higher) in Forestry, Horticulture, or an Environmental field.

Equivalencies

• High school or GED plus four (4) years of experience in Forestry, Horticulture, Tree preservation, or Landscape planning.
• Associate degree plus two (2) years of experience in the same field.
• Bachelor’s degree in an unspecified field plus two (2) years of experience in the same field.

Licenses and Certifications

• Valid driver’s license with good driving record.
• International Society of Arboriculture (ISA) Certification preferred.

Salary Range
$26.65 - $31.28 per hour.

The amount offered will depend upon qualifications.
