The BOD QA/QC Field Manager serves as the Owner’s representative for quality assurance and quality control oversight on‑site. This role supports the Program Management Consultant by monitoring the Design‑Builder’s QA/QC processes and implementing an Owner‑led spot‑check program to verify compliance with the Basis of Design (BOD), contract requirements, and approved submittals.

This is a field‑based role requiring strong communication, independent judgment, and collaboration. The position is strictly advisory and observational and does not involve directing construction means and methods or supervising contractors.

Responsibilities
  • Be assigned full‑time on‑site (Monday–Friday), demonstrating strong communication, teamwork, and the ability to work independently in alignment with client expectations
  • Support the Owner/Program Management Consultant by reviewing the Design‑Builder’s QA/QC processes and implementing an Owner spot‑check program
  • Verify compliance with Basis of Design (BOD), contract documents, and approved submittals
  • Review Design‑Builder QA/QC plans, inspection and test plans, and procedures for compliance with contract requirements and BOD standards
  • Evaluate QC reports (logs, NCRs, inspections, and test results) to identify trends and recurring quality issues
  • Implement and execute both planned and random QA/QC spot checks to validate field compliance
  • Perform field verification against Issued for Construction (IFC) drawings, approved submittals, RFIs, mockups, codes, and project specifications
  • Maintain and manage a BOD compliance tracker linking requirements to design, submittals, testing, and field installation status
  • Issue detailed field observations, including photos and supporting references, and track all items through closure and verification
  • Conduct pre‑inspection walkthroughs to ensure readiness for regulatory inspections and milestone testing
  • Coordinate Subject Matter Expert (SME) site visits for critical systems and consolidate findings for resolution and follow‑up
  • Prepare and deliver weekly and monthly quality reports, highlighting risks, deficiencies, and deviations from BOD requirements
  • Operate strictly in an observation, documentation, and reporting capacity, without directing construction means and methods or supervising contractors
Qualifications
  • Bachelor’s degree in Architecture, Engineering, Construction Management, or related field (or equivalent experience)
  • Minimum 10 years of experience in construction quality, including document review, field inspections, and compliance verification
  • Proven ability to identify, document, and close out quality observations and non‑conformances
  • Strong experience interpreting construction documents, specifications, and code requirements
  • Experience on large public‑sector projects (e.g., DDC, SCA, MTA/NYCT, PANYNJ, NJ Transit) strongly preferred
  • NICET certification preferred
  • ACI and/or ICC certifications preferred
Preferred Experience & Skills
  • Background as a General Superintendent or Architect with strong QA/QC and field verification expertise
  • Demonstrated experience in Design‑Build project delivery and Design‑Builder QC programs
  • Strong MEP knowledge, including coordination, installation verification, and life‑safety systems
  • Experience inspecting high‑risk scopes such as envelope/waterproofing, fire stopping, life safety interfaces, and MEP coordination
  • Familiarity with quality management systems and ISO 9001 principles
  • Proficiency with MS Office (Word, Excel, PowerPoint), Bluebeam, and Share Point
  • Strong photo‑based reporting and tracking discipline
