Position Description

Job Summary

The Regional Quality Control Manager is the quality backbone of our regional operations — ensuring every ton of material we produce meets specification, every test is defensible, and every project we touch reflects Peckham’s commitment to excellence. This role leads QC personnel, programs, and facilities across the region, translating technical standards into consistent, documented outcomes that support DOT acceptance, project delivery, and continuous improvement.

Functions
  • Results matter. Ensure 100% of required lab testing across regional facilities and projects is completed on schedule and in full compliance with project specifications — coordinating, overseeing, and performing testing as needed to close any gaps.
  • Dedication. Deliver accurate, specification-compliant aggregate and asphalt test results — including gradations, wash loss, unit weights, crush count, and RAP analysis — that support uninterrupted production and project acceptance.
  • Determined. Produce reliable pavement quality data (volumetric and PEM/BMD) that enables real-time mix adjustments and supports DOT acceptance documentation.
  • Obligated. Maintain a fully compliant liquid asphalt testing program — ensuring all required tests are performed, documented, and traceable to project specifications.
  • Mastery. Develop and validate mix designs that meet or exceed project specifications, reducing rework and supporting first-time acceptance by DOT and project engineers.
  • Committed to serve. Deliver complete, accurate laboratory reports on time — maintaining a zero-deficiency record for documentation audits and DOT submittals.
  • Efficiency. Keep all regional lab equipment calibrated, maintained, and fit for purpose — training junior staff on calibration protocols and managing procurement and service relationships to eliminate equipment-related testing delays.
  • Measurement. Build and maintain a complete, audit-ready record of all QC testing and calibration activities across the region — ensuring traceability for every test performed by any QC team member.
  • Respect and engage. Serve as the primary QC liaison for DOT personnel, inspectors, plant operators, and sales — proactively coordinating schedules and resolving testing or reporting issues before they impact project timelines.
  • Humility. Build and sustain a high-performing regional QC team — recruiting, onboarding, and developing qualified technicians so that every facility operates at full testing capacity with trained, certified staff.

    Education and Experience
  • High school diploma required;
    Bachelor’s degree in Civil Engineering, Construction Management, or related field preferred.
  • 3+ years of Quality Control experience in HMA, aggregate, or concrete production required.
  • 2+ years of supervisory or team lead experience required.
  • Currently holds or must obtain QCT Certification from a NYSDOT or NETTCP accredited program within 12 months of hire.
  • Hands-on experience in manual labor or field construction environments.
  • Comfortable operating mechanical tools, equipment, and machinery.
  • Must maintain reliable personal transportation; valid driver’s license required.
