Duties Description

Reporting to the Director of the Office of Right of Way, the Appraisal Bureau Director oversees and directs a minimum of two professional real estate appraisal and right-of-way staff members at Grade 23 or higher in Main Office as well as the appraisal professionals in the Department’s eleven regional offices. The incumbent will be responsible for the management, guidance, and oversight of statewide appraisal policies and practices.

The incumbent will be responsible for the management, guidance, and oversight of statewide appraisal policies and practices.

• Manages and expands the Department’s comprehensive program of all real estate appraisal activities.
• Leads the Department’s appraisal functions, ensuring accurate, timely, and compliant valuations for right-of-way acquisitions for capital projects; cases before the NY State Court of Claims; rentals; property disposals; and other functions
• Approves determinations of fair market value and just compensation; resolves complex appraisal issues
• Develops policy; provides guidance and technical direction
• Directs and supervises appraisal and appraisal review staff; coordinates and leads training; mentors; resolves employee concerns; manages daily operations; sets schedules
• Reviews staff- and consultant-prepared appraisal reports for completeness, accuracy, methodology; and conformance to USPAP and all applicable laws and regulations
• Reviews and approves invoices; manages consultant appraiser relationships and contracts; maintains Department records
• Represents the Department in dealings with federal, state, and local agencies and officials
• Performs the full range of supervisory duties
• May serve as a technical expert in legal proceedings or in other legal matters involving real estate valuation
• Presents at statewide meetings
• Assignment may require working out of regional offices statewide.

Strong consideration shall be given to the applicant’s background in the appraisal of real property acquired for public use via eminent domain, as well as demonstrated leadership experience.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

• A bachelor’s degree and six years of relevant experience.
• Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience;
  Ph.D. may substitute for two years of specialized experience.

Applicants must be currently authorized to work in the United States on a full-time basis.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
