Position Overview
A Policy Analyst will support the Policy Research Unit within the Policy and External Affairs Division of the New York City Taxi and Limousine Commission (TLC). The Analyst will conduct research, draft recommendations, analyze data, and engage stakeholders on transportation and workforce policy.
Responsibilities- Conduct policy and data research and analysis on labor, technology and transportation planning issues.
- Draft policy recommendations, memos and reports.
- Present recommendations to senior staff, external stakeholders and other city agencies.
- Analyze data on industry, mobility and labor trends.
- Conduct qualitative research through stakeholder engagement.
- Track legislative, technological and industry developments in New York and other jurisdictions.
- Represent the division and agency in meetings with stakeholders.
- A baccalaureate degree and two years of experience in community work or related activities, or equivalent education and experience.
- Minimum one year of experience described in the above requirement.
- Strong research, writing and verbal communication skills.
- Advanced data analysis skills, including proficiency with Excel and other tools; experience with SQL, Databricks, ArcGIS, Python or R is an advantage.
- Ability to prioritize tasks, manage time and work independently.
- Demonstrated interest in New York City government and transportation and labor policy.
- Passion for using qualitative and quantitative research to inform policy.
- Creative thinking and excellent research, writing and verbal communication skills.
- Strong data analysis skills and experience working with large data sets.
- Experience with SQL, Databricks, ArcGIS, Python or R is a plus.
- Experience or interest in New York City government and/or transportation and labor policy.
New York City residency is generally required within 90 days of appointment. City employees in certain titles who have worked for the City for two continuous years may also be eligible to reside in select surrounding counties.

Salary$70,000.00 – $80,000.00 (salary determined based on experience and skills).
