DISTINGUISHING CHARACTERISTICS OF WORK

Employees in this class perform a wide variety of manual labor. However, as work experience is gained, employees may be assigned to work of more than ordinary difficulty. Work is usually closely supervised, and the employee receives specific work instructions at the beginning of each new assignment. Constant supervision is not necessary for routine or repetitive tasks.

ESSENTIAL EXAMPLES OF DUTIES
  • Makes minor repairs to sewers, catch basins and manholes.
  • Assists in the construction, maintenance, cleaning and repair of storm sewers and other installations and facilities.
  • Forms and pours new sidewalks and makes street repairs.
  • Breaks and replaces asphalt and concrete pavement.
  • Digs and refills ditches.
  • Digs, levels and spreads fill, rock, sand, gravel and soil.
  • Rakes, tamps and smoothes hot asphalt; and fires and operates an asphalt kettle.
  • Breaks concrete with air hammer and mixes mortar.
  • Cleans, maintains and performs minor repairs to City facilities.
  • Sweeps streets, gutters and alleys and loads collected waste it into a truck.
  • Cleans storm sewers, culverts, drains and ditches.
  • Collects debris and loads it into a truck.
  • Loads and unloads trucks.
  • Cut grass, weeds and brush; and cares for shrubs, flowers and grass.
  • Rakes grass and trash; and cuts down and removes trees.
  • Plants and trims trees and shrubs
  • Transports materials, supplies and equipment used by crews.
  • Moves and carries heavy material such as pipe, lumber, gravel, sand and furniture.
  • Keeps simple records and submits routine reports.
  • Performs related duties as required.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Ability to perform light and heavy manual labor for extended periods, often under adverse climatic conditions.
  • Ability to understand and follow specific oral or written instructions.
  • Ability to drive a truck, if required.
  • Ability to acquire knowledge and proficiency in the use of common hand tools and mechanical equipment. Significant walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, sitting, standing, pushing and pulling.
  • Ability to lift heavy objects.
PHYSICAL AND ENVIRONMENTAL DEMANDS
  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact.
  • Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, personal computer, calculator, copier, and fax machine.
  • Work involves working indoors and outdoors in inclement weather conditions.
  • Work involves sitting and standing for long periods of time.
  • Work involves frequent walking, bending, lifting and stooping for short periods of time.
  • Must be able to lift and/or carry weights of up to 30 pounds.
MINIMUM TRAINING AND EXPERIENCE
  • Graduation from an accredited high school/institution or possession of a state high school equivalency diploma (GED) and six months experience in performing unskilled, light, or heavy manual labor. Experience may substitute for education on a year for year basis.
  • Have a current valid State of Florida Driver’s License.
  • Within four months of having taken the Civil Service Exam, a Florida Class “B” Commercial Driver’s License valid for air brakes and an “N” Endorsement must be obtained. In the absence of these two requirements, appointment will not be considered.
