In 2010, Daybreak Independent Services opened its doors for individuals with developmental disabilities to learn and apply their skills in a traditional work setting. Since then, Daybreak has expanded its mission to multiple locations adding both people and additional services. DBIS serves hundreds of New Yorkers living with developmental disabilities. Partnerships with local businesses like Stew Leonard, TJ Maxx, and Marshalls have allowed the vision to grow exponentially.

Salary Range: $24.00 - $26.00 per hour
The Benefits & Entitlement Specialist works closely with both inter‑agency personnel and outside contacts to meet the needs of individuals with disabilities. Must be able to work independently, track applications & deadlines, and have robust record‑keeping. This position reports to the Director of Intake & Social Services.
What you’ll do- Acquire needed documents from intake personnel for individuals entering group homes.
- Submit various documents to the appropriate social service offices.
- Apply for Medicaid, Social Security benefits, Supplemental Security Income (SSI), Supplemental Nutrition Assistance Program (SNAP benefits).
- Complete re‑certification and renewal packets as needed individually for Social Security, Medicaid and SNAP benefits.
- Request original Medicaid and Social Security cards as needed.
- Monitor eligibility requirements for various programs.
- Maintain copies on file for individual cases in designated, secure binders.
- Make scheduled and unscheduled visits to various Social Security and HRA offices in NYC, Bronx and Queens County.
- Request and attend fair hearings for individuals to address problematic billing and coding issues.
- Attend monthly meetings with the billing department and regularly schedule meetings with the fiscal department.
- Maintain phone and in‑person relationships with various social service offices.
- Ensure effective communication with internal departments for information sharing and receiving.
- Perform self‑audits to ensure audit readiness for internal and state audits.
- Participate in OPWDD training as needed and when requested.
- Attend internal agency meetings as needed and when requested.
- Perform other related duties as required.
- Associate Degree or Bachelor’s Degree in social work preferred or one year in human services, special education or related field.
- Driver License Preferred
- Excellent attention to detail
- Ability to get along well with co‑workers and many administrative and management levels.
- Capable of working under pressure and deadlines
- Responsive for supervision
- Knowledge of OPWDD and Medicaid Waiver Services
- Flexibility and a strong work ethic; willing to take on additional tasks and work beyond regular work hours when required
- Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, and Access
- Experience managing benefits for the disabled population.
- Knowledge of NYC benefits for qualified individuals (specifically SSI/SSD, Medicaid/Medicare and Food Stamps benefits).
- Ability to communicate effectively with others and individuals served.
