• The New York City Department of Records and Information Services (DORIS) is seeking a Full Stack Developer to support the development, enhancement, modernization, and maintenance of web applications for the Open Records FOIL system.
• The selected consultant will be responsible for developing responsive and accessible front-end applications, building Python-based back-end services using Flask and/or Django, designing and managing PostgreSQL and MySQL databases, and developing RESTful APIs.
• The consultant will work across the full application development lifecycle, including application design, development, testing, integration, deployment, documentation, and ongoing maintenance.
• The consultant will also support cloud-based deployments, Docker containerization, CI/CD and Dev Ops practices, search technologies, legacy system modernization, and application migration initiatives.
• The selected candidate will collaborate with cross-functional Agile teams and communicate technical concepts effectively to both technical and non-technical stakeholders.

• Design, develop, test, deploy, and maintain full-stack web applications for the Open Records FOIL system.
• Develop back-end applications and services using Python with Flask and/or Django.
• Design, develop, and maintain RESTful APIs for application functionality and system integrations.
• Design and manage PostgreSQL and MySQL databases, including schemas, data models, queries, and data structures.
• Develop and implement full-text search functionality using Elasticsearch, Solr, Lucene, or similar search technologies.
• Configure and maintain search indexes, query processing, filtering, and search-result presentation for public records access.
• Containerize applications using Docker for development, testing, and production environments.
• Support cloud-based application deployments and infrastructure integration.
• Develop and maintain shell scripts and work effectively within Linux/UNIX environments.
• Participate in CI/CD implementation and follow established Dev Ops practices.
• Utilize Git and Git Hub for source code management, version control, branching, merging, and collaborative development.
• Support legacy system modernization, application migration, and integration initiatives.
• Perform application troubleshooting, debugging, performance optimization, and issue resolution.
• Participate in code reviews and provide constructive feedback to ensure code quality, maintainability, security, and adherence to development standards.
• Collaborate with business stakeholders, project managers, developers, QA teams, and other technical teams to analyze and implement business requirements.
• Translate technical concepts and application functionality into clear explanations for non-technical stakeholders.
• Participate actively in Agile ceremonies, sprint planning, estimation, backlog refinement, stand-ups, reviews, and retrospectives.
• Develop and maintain technical documentation, including system design, API documentation, application workflows, and deployment procedures.
• Manage multiple priorities independently while meeting project deadlines and delivery commitments.

• 5+ years of experience in front-end web application design and development.
• Experience developing responsive and accessible web applications.
• Experience with Python development using Flask and/or Django.
• Experience designing and managing PostgreSQL and MySQL databases.
• Experience building and consuming RESTful APIs.
• Experience with Docker containerization and cloud-based application deployments.
• Experience using Git and Git Hub for version control and collaborative software development.
• Familiarity with Elasticsearch, Solr, Lucene, or comparable search technologies.
• Experience writing shell scripts and working in Linux/UNIX environments.
• Understanding of CI/CD pipelines, Dev Ops practices, and automated application deployments.
• Experience with legacy system modernization and application migration.
• Strong communication skills with the ability to translate technical concepts for non-technical stakeholders.
• Ability to work independently, manage multiple priorities, and meet deadlines.
• Strong collaboration skills and experience working effectively within cross-functional Agile teams.
