Job SummaryThe Rules Examiner ensures compliance with Metro‑North Railroad operating rules and applicable regulatory requirements through field audits, employee instruction, and testing. The role supports the qualification and certification of employees in roadway worker protection and operating rules, and manages the delivery of training programs, including coordination with client departments, scheduling of trainees, resource management, record maintenance, and administrative responsibilities to support safe and compliant railroad operations.
DutiesAnd Responsibilities
- Instruct annual qualification classes for Locomotive Engineers, Conductor Flags, and Maintenance‑of‑Way employees on the interpretation, testing, and qualification of Operating Rules, focusing on Roadway Worker Protection and Federal regulations.
- Provide instruction, interpretation, examination, and qualification of Operating Rules, Special Instructions, and related Federal Regulations to Operating and Engineering Department employees, Supervisors, Training Officers, and freight tenant railroad employees.
- Work with tenant freight railroads to review Operating Rules and Special Instructions, including Positive Train Control, and conduct operational testing for compliance with Metro‑North and federal regulations.
- Coordinate with Metro‑North and CDOT Project Management to ensure compliance with Roadway Worker Protection regulation.
- Select, develop, and motivate staff; provide coaching, counseling, and career development; manage performance and foster a professional environment that respects diversity and enables staff to contribute fully.
- Perform additional duties as assigned.
- Comply with all policies and standards.
- Work outside regular hours when necessary.
- Observe contractor work when applicable.
- Review and approve invoices that meet contractual standards.
- Address contractor performance issues when possible.
- Escalate issues to other parties as needed.
Skills And Abilities
- Proficient at creating and delivering PowerPoint presentations on Operating Rules instruction in classroom and field settings.
- Effective evaluation and interpretation of operationally critical documents and concise reporting.
- Excellent presentation, written, and verbal communication skills.
- Strong time‑management, planning, analytical, and organizational skills.
- Proficient with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams, SharePoint).
- Available to work various days, hours, nights, and weekends.
- Available to work across Metro‑North Railroad territory.
- Familiarity with CFR Part 49 (214, 217, 218, 236).
- Freight railroad experience.
- Ability to identify potential risks and hazards to train operation.
- Proficiency in Microsoft Power BI.
- Experience developing and delivering training.
- Supervisory experience.
- Familiarity with foreign/tenant railroad operating rules.
- Bachelor’s degree in the arts or sciences (BA/BS) in Business Administration or a related field. Equivalent experience may be considered in lieu of a degree, including four additional years of related experience.
- Minimum 5 years of experience as a Rules Examiner, Conductor, Engineer, or RTC in a transportation/operations environment.
- Valid Driver’s License.
- Ability to qualify on Roadway Worker Protection within 60 days.
