The Environmental Services Manager is a member of the Public Works Department, reporting to the Public Works Director, and exercises independent judgment in managing the City’s Environmental Services programs. Responsibilities include overseeing waste management, recycling and organics recovery, stormwater, energy conservation, climate protection, sustainability, sea level rise adaptation, and Climate Action Plan implementation. The Manager directs program development, provides technical expertise, and ensures compliance with local, state, and federal environmental regulations.

Duties include analyzing environmental data, preparing regulatory reports, supporting the Hazard Mitigation Plan, managing the Environmental Services budget, securing and administering grants, and overseeing contracts. The position represents the City in interagency, regulatory, business, and community settings, serves as liaison to waste management franchise holders, and supports public outreach and policy initiatives in support of City environmental goals.

Responsibilities

Qualifications
  • Possession of a Bachelor’s degree from an accredited college or university with major coursework in Public Administration, Environmental Science, Environmental Engineering, Planning, or a related field, and five (5) years of progressively responsible experience in environmental management.
  • A Master’s degree is desirable.
License And Certificate
  • Possession of a valid driver license and a satisfactory driving record throughout employment.

Ideal Candidate

The ideal candidate will be a passionate environmental programs leader with expert knowledge of best practices and strategies and a proven record of successfully leading environmental programs and effecting positive changes within a municipal setting to achieve desired goals and objectives. The future Environmental Services Manager will demonstrate the ability to inspire confidence, collaboration, and action through highly effective interpersonal and communication skills, including writing reports and presenting at Council meetings.

This approachable manager will have the ability to engage key stakeholders within the City organization, contractual service partnerships, and the community at large to develop and implement strategies aimed at program effectiveness and quality service to the community. Priorities for the Environmental Services Division include implementing the newly adopted Climate Action Plan Update:
Climate Action Newark, development of a Regional Shoreline Adaptation Plan, development of an Urban Forest Management Plan, implementation of SB 1383, and Implementation of the Municipal Regional Stormwater Permit. Experience and knowledge of the above is highly desirable.
