Summary Statement

This position is responsible for the project management of the Delaware Electronic Vital Events Registration System and the Vital Statistics Cooperative Project (VSCP) Agreement. The analyst will ensure compliance with National Center for Health Statistics standards for the collection of vital records data and timely submission of the data to the federal agency as required by the VSCP contract. Other responsibilities include grant and contract writing and management, collaboration with internal and external stakeholders, and supervision of staff members.

Preferred Qualification

  • Six months experience using statistical software such as SPSS or SAS.

Essential Functions

  • Interview agency staff, observe work processes, and gather data to evaluate operational and managerial practices for compliance with goals and objectives.
  • Perform statistical analysis and interpretation of collected data related to policies, procedures, and organizational practices; provide recommendations to correct problems.
  • Analyze data, develop solutions, and propose alternative methods.
  • Assess the effectiveness of operations in meeting established goals and objectives.
  • Provide technical assistance in developing management objectives and controls for issue resolution.
  • Study relevant background material such as legislation, administrative orders, and regulations.
  • Recommend and assist in implementing new techniques or procedures to improve operations, strengthen controls, and utilize resources effectively.
  • Document study findings and draft recommendations for new systems, procedures, or organizational changes.
  • Supervise at least two merit full‑time positions, including planning, assigning, evaluating, coaching, training, and recommending hiring or disciplinary actions.

Job Requirements

  • Three years of experience conducting studies evaluating operations, programs, services, policies, and procedures for efficiency, effectiveness, and compliance with laws and regulations.
  • Three years of experience with descriptive statistics (mean, median, mode, standard deviation).
  • Three years of experience interpreting laws, rules, regulations, standards, policies, and procedures.
  • Six months of experience designing studies, including determining goals, objectives, data sources, sampling, and collection methods.
  • Six months of experience making recommendations for changes to operations, programs, services, policies, or procedures based on findings.
  • Six months of experience in narrative report writing.
  • Knowledge of inferential statistics such as correlation, t‑tests, f‑tests, or analysis of variance.

Conditions of Hire

Applicants must be legally authorized to work in the United States. DHSS participates in E‑Verify and will provide the federal government with Form I‑9 information to confirm work authorization. DHSS does not provide employment‑based sponsorship. All new hires must attend the Statewide New Employee Orientation (SNEO) on their first day of employment in designated locations in Kent or New Castle County.
