Primary Purpose

Obtains and compiles necessary internal data/information and assists in the preparation of distribution cost‑of‑service studies (financial modeling) for Delmarva Power, a utility subsidiary of Exelon. Performs and reviews analyses related to distribution cost‑of‑service and revenue requirement, including impacts on the Company and its customers. Prepares information for regulatory proceedings, reports, and external communications on retail rate proposals, including distribution base rate cases and capital tracker filings for rate recovery from the Delaware Public Service Commission.

Provides written testimony supporting financial modeling in regulatory proceedings.

Primary Duties and Accountability
  • Prepare and assist with regulatory filings (financial modeling) requesting distribution rate recovery for Delmarva Power, submitting informational filings with financial and accounting data according to rules, and supporting work papers (25%).
  • Collaborate in the development and preparation of distribution cost‑of‑service studies and perform specialized analyses for others (20%).
  • Provide quality assurance and recommendations in review of analyses and information produced by the department (15%).
  • Perform strategic research and develop recommendations on distribution utility regulation topics (10%).
  • Review new tariffs and tariff revisions, draft tariff language, and respond to inquiries regarding retail electric services rates (10%).
  • Prepare and review responses to data requests in distribution regulatory proceedings and required reports (10%).
  • Assist other areas in developing procedures and communications related to tariffs (10%).
Job Scope
  • Provide guidance and indirect oversight to colleagues on cost‑of‑service studies, with occasional project leadership. Lead work through quality assurance and provide counsel on new changes (15%).
  • Perform requests for information or analyses independently, subject to review.
  • Maintain comprehensive written and oral communications with other business units and outside parties, demonstrating initiative, judgment, and perseverance.
  • Collaborate with finance, accounting, regulatory, tax, operations, government & external affairs, and other teams throughout the Company.
  • Represent the department on cross‑functional Company projects.
  • Make judgment decisions related to project completion and assignments.
  • Use Microsoft Office—Excel, Word, PowerPoint—and enterprise resource systems to retrieve and analyze financial and accounting data (advanced proficiency in Excel).
Minimum Qualifications
  • BA or BS degree and 4–8 years relevant experience, with 2–4 years in finance, regulatory activities, or retail rate application, OR 6–9 years relevant experience if no bachelor’s degree.
  • Proficiency in word processing, spreadsheet, and presentation programs.
  • Strong analytical and detail‑oriented skills on diverse subject matter.
  • Excellent written and oral communication skills.
  • Ability to work independently and in team settings with minimal supervision.
Preferred Qualifications
  • Undergraduate and/or graduate degree in accounting, finance, business, or related subjects.
  • CPA holder or CPA candidate.
  • Experience in utility regulation (revenue requirements, rate design) or utility accounting.
  • Strong critical thinking and problem‑solving abilities.
  • Strong initiative and a curious disposition.
