Position Summary
  • The Clerk 3 performs a wide range of complex clerical work, often leading or supervising lower‑level clerical staff. Work is performed independently with minimal review.
  • Execution requires knowledge of the agency’s rules, regulations, policies, and procedures.
  • Candidates will be initially placed as provisional employees and may later need to take a Civil Service Commission exam for permanent status.
  • Keyboarding may be required, but is not a primary function unless necessary for the agency’s needs.
Qualifications and Skills
  • Driver’s license valid in New Jersey is required if vehicle operation is needed for essential duties.
  • Two (2) years of clerical experience, including at least one (1) year at a level equivalent to Clerk 2.
Basic Functions and Responsibilities
  • Knowledge of office routines, equipment, and practices.
  • Organize assigned clerical work and develop effective methods.
  • Assign work, instruct, and provide on‑the‑job training to clerical staff.
  • Perform accurate arithmetic calculations and tabulations.
  • Follow oral and written directions accurately within prescribed time frames.
  • Work effectively with associates, supervisors, and the public.
  • Sort, index, file, and retrieve varied materials using an established filing system.
  • Operate and maintain office machines and other equipment.
  • Utilize electronic or manual recording and information systems after training.
  • Communicate in English;
    American Sign Language or Braille may also be acceptable.
  • Perform other duties as assigned by supervisor.
Knowledge and Abilities
  • Interpret and apply organizational rules, regulations, policies, and procedures.
  • Receive, screen, review, and verify documents.
  • Lead and train clerical staff as needed.
  • Verify reports, applications, and other documents for accuracy and completeness.
  • Process mail: open, time‑stamp, sort, number, and distribute.
  • Maintain mailing lists and prepare mailing materials.
  • Receive, process, and assemble applications, forms, and fees.
  • Wrap packages for shipment and assemble materials for distribution.
  • Enter and/or retrieve information on a computer terminal.
  • Store and distribute office supplies.
  • Prepare and verify payrolls and perform simple arithmetic calculations.
  • Schedule administrative proceedings and process scheduling changes.
  • Participate in interviewing and training new employees.
  • Issue permits for construction, repair, installation, and demolition operations.
  • Coordinate scheduling of activities for various government entities.
  • Prepare reports and assists in preparation of reports by gathering data and creating charts.
  • Operate office and mail processing machines (keyboard equipment, calculators, printers, copiers, fax machines, sorters, labeling machines, etc.) and perform basic maintenance.
