Qualifications and Requirements
  • School district/government experience.
  • Master's Degree in business, public administration, or accounting from an accredited college or university.
  • New Jersey Certificate of Eligibility or Permanent Certification in School Business Administration.
  • Certified Public Accountant (CPA) preferred.
  • Minimum of five years successful experience in accounting, budgeting, business management or financial operations preferred.
Job Definition

The Assistant School Business Administrator is responsible for all non-educational support functions in the District in the absence of the School Business Administrator. They administer the business affairs of the District, act as the agent of the School Business Administrator, and work with district administrators, building principals, directors, faculty, and support staff.

Basic Functions and Responsibilities
  • Strategic Planning & Implementation
    • Drive formulation and implementation of policies and strategies to meet the vision and goals of the Office of the School Business Administrator and Newark Board of Education.
    • Conduct current state analysis of policies, processes and technology solutions; recommend and implement improvements to achieve an efficiently operating customer‑centric environment.
    • Identify opportunities to promote innovative budget practices to ensure the district has a high-quality and well‑supported workforce devoted to improving student achievement.
    • Review and analyze key implications on financial strategy from major legislative policy proposals and internal/external reports and data; develop position papers and briefing documents.
  • Financial Leadership
    • Supervise the accounting system to provide accurate financial information.
    • Supervise development of monthly and annual financial reports.
    • Coordinate activities and provide assistance to auditors during annual audit.
    • Develop and administer procedures for receipt of fixed assets, maintenance, and disposal of surplus items.
    • Recommend policies and policy changes to the School Business Administrator for approval.
    • Assist in development of the agenda for the Finance Committee.
    • Recruit personnel in areas of responsibility.
    • Supervise and evaluate personnel.
    • Report directly to the School Business Administrator or, in absence, to the Superintendent.
  • Team Management
    • Supervise all departments in absence of School Business Administrator.
    • Develop individual goals, monitor progress, and drive strategy and priorities.
    • Support development and professional growth through coaching and feedback.
  • Knowledge and Abilities
    • Exceptional critical thinking and problem solving skills.
    • Excellent data analysis skills and synthesis of data to drive action steps.
    • Ability to generate and interpret financial reports.
    • Experience in computerized accounting systems.
    • Understanding of financial accounting principles and reporting procedures consistent with GAAP.
    • Knowledge of school district business practices (budget, insurance, purchasing, transportation, food services, facilities).
    • Ability to manage teams and support direct reports.
    • Comfortable working in a matrix, decentralized and ambiguous environment.
    • Record of setting and achieving goals.
    • Ability to work under pressure and deadlines.
    • Strong interpersonal and relationship building skills.
    • Superb computer skills (Microsoft Office Suite).
    • Experience with Human Resource Information Systems;
      People Soft preferred.
    • Outstanding organizational skills and attention to detail.
    • Self‑directed and comfortable with ambiguity.
    • Fast‑learning capability.
    • Excellent written and oral communication.
    • Commitment to the mission of NPS and improving workforce effectiveness.
    • Ability to forecast trends in district expenditures and balances.

    • Salary Range: $150,000 - $175,000
