The AFC and its myriad programs provide academic opportunities, resources, leadership development and other support initiatives for first‑generation, low‑income, college‑bound scholars to achieve success through education. Rutgers University – Newark, an urban public research anchor institution located in Newark, New Jersey, a city of promise, is seeking an Assistant Dean/Assistant Director for the Educational Opportunity Fund Program (EOF) located within the Academic Foundations Center (AFC) and which will report to the Assistant Dean/Associate Director.
ResponsibilitiesThe Assistant Dean has responsibility and oversight for the counseling unit within the Educational Opportunity Fund (EOF) Program. At the heart of the EOF program is a strong academic and social counseling component which serves as a critical anchor to students’ intellectual exploration and development.
- Oversee unit meetings, workshops, mentoring, tutoring, and special initiatives
- Evaluate and assess student needs
- Monitor program activities and initiatives with service deliverables
- Develop, implement, and evaluate policies and procedures for the unit and coordinate retention initiatives
- Oversee the EOF grant payment, roster, internal database, and ensure reconciliation with the various systems/databases.
- Manage the counseling component of the EOF Summer Institute, a five‑week summer bridge program serving approximately 110 first‑time first‑year students; develop and implement counseling and enrichment initiatives, and monitor students’ progress through the summer.
- Assist in the preparation of reports required by the university and state

QualificationsMinimum Education and Experience
- Master’s degree in Education, Public Administration, Counseling, Student Development or a related field or commensurate experience.
- At least three years of responsible educational administrative, research, and training experience with a demonstrated ability to perform the duties and accept the responsibilities presented in this position description.
Required Knowledge, Skills, and Abilities
- Knowledge of the unique needs of first‑generation, low‑income, and/or under‑resourced students.
- Excellent experience in the development and management of creative alternative programming; strong communication and leadership skills.
Preferred Qualifications
- Understanding of the unique life, psych/social, and family circumstances of urban students, more specifically, first‑generation, low‑income students.
- Sensitivity to the challenges that disadvantaged students face.
- Familiarity with database and statistical software, social networking web applications, and university, state, and federal application systems.
