Office Engineer

We are seeking an experienced Office Engineer to support construction management and contract administration activities for projects at the EWR Air Train Replacement Program and other PANYNJ facilities. This role supports active capital improvement, rehabilitation, and tenant/alteration work in a highly regulated public‑agency environment where construction activities must conform to Port Authority requirements for permits, insurance, safety, M/WBE participation, and facility coordination.

The Office Engineer will work under the direction of the Engineer of Construction and is required to have full knowledge and familiarity with contract documents and construction management procedures. Responsibilities include preparing and/or reviewing payment applications, reviewing change orders, reviewing desk audits of contractor billings, and ensuring proper documentation is received from contractors for all aspects of the contract. The Office Engineer will also prepare meeting minutes and general correspondence, schedule meetings, monitor contracts, update financial logs, and prepare monthly reports.

Additional responsibilities include verifying that contractor reporting for M/WBE participation and certified payrolls are completed and compliant, maintaining project records and filing systems, coordinating processes across project leadership, field staff, contractors, and Port Authority stakeholders, and handling follow‑up communications by phone and email.

Key Responsibilities
  • Support the Engineer of Construction, project managers, and resident engineers with all aspects of contract administration for active construction contracts, ensuring compliance with contract terms, agency requirements, and project procedures.
  • Review, process, and track contractor and subcontractor payment applications, invoices, T&M tickets, and desk audits of contractor billings, ensuring accuracy and proper supporting documentation prior to approval.
  • Prepare, review, and maintain logs for change orders, time extensions, overruns/underruns, pending items, and claims, and assist in drafting change order documentation and related correspondence.
  • Monitor contract compliance, including review of contractor‑submitted certified payrolls, M/WBE participation reports, insurance certificates, contractor licenses, and permit documentation to ensure all contractual obligations are met.
  • Prepare and distribute meeting minutes, general correspondence, and formal written communications on behalf of the project team.
  • Schedule and coordinate meetings, make follow‑up calls, and manage appointments to support contract administration workflows.
  • Update and maintain financial tracking logs, contract status reports, and project databases throughout the life of the contract.
  • Assist with monthly reporting, progress updates, schedule reviews, and presentations to project leadership and Port Authority stakeholders.
  • Support the project team during pre‑construction, construction, and closeout phases, including assembly of contract closeout packages and final documentation.
  • Coordinate communication and processes among contractors, subcontractors, consultants, and Port Authority stakeholders to ensure timely resolution of contract‑related issues.
Minimum Qualifications
  • Bachelor’s degree in Civil Engineering, Construction Management, Engineering Technology, Architecture, Architectural Technology, Construction Technology, or a closely related field from an accredited college or university; or a combination of education and directly relevant experience sufficient to meet the position requirements. Comparable public‑sector minimum qualifications use these same degree families.
  • Minimum 5 years of relevant experience in construction management, office engineering, contract administration, or project controls on public‑agency, transportation, aviation, bridge/tunnel, vertical building, utility, or infrastructure projects.
  • Experience supporting submittals, RFIs, change orders, payment applications, schedules, meeting minutes, and closeout documentation.
