We are looking for a People Operations Program Manager to join our People team to own, design, implement, and continuously improve employee onboarding for all new hires across the organization. This role serves as the primary point of contact for onboarding process design and execution, ensuring a compliant and smooth onboarding experience. This position is primarily office-based or hybrid, with occasional travel to company offices or campuses to support onboarding events and orientations.
You will report to VP of Talent Management and People Operations and work from our Santa Ana, CA or New Jersey, NJ office. Remote or hybrid candidates will also be considered. We believe that there is significant value in in-person collaboration. If you live within a 1 hour commuting distance to one of our offices, you will be required to be onsite most of the time.

Program Design & Strategy
- Own and optimize the company-wide employee onboarding process, from pre-boarding through Day 1, with an initial focus on US onboarding and potential future expansion to global onboarding.
- Identify and drive process improvements across the employee onboarding program, including ensuring standard practices across locations and departments and updating program documentation as needed (standardized communications, FAQs, playbooks).
- Stay current on US federal, state, and local regulatory updates and ensure onboarding practices remain compliant, updating the process as needed.
- Partner with the TOD team to deliver regular reporting to HR leadership and present data-driven recommendations for program enhancements as needed.
- Drive iterative improvements based on new hire feedback via the Culture Amp onboarding survey, manager input, and business needs.
- Partner with TA, IT, Learning, Workplace, Benefits, Payroll, and hiring managers to ensure a smooth Day 1 employee experience, from equipment and systems access to benefits and payroll access and enrollment; partner with other People teams such as Total Rewards, HRBPs, and Talent and Organizational Development as needed.
- Serve as the primary escalation point for onboarding issues, running recurring cross-functional syncs and driving open items to resolution, including serving as the primary decision maker on onboarding SLA exceptions.
- Manage and continuously optimize onboarding workflows in Workday HRIS, including business process configuration, required tasks, and documentation, in partnership with the HRIS team.
- Ensure background checks are run in accordance with the Collectors background check policy and playbook, and update for changes in federal, state, and local law.
- Ensure all required employment eligibility documentation is collected and verified in accordance with federal law, including I-9 and E-Verify processes, within mandated time frames.
