DCS Enterprise Network Manager
OverviewData Center Services (DCS) is a shared service organization within Enterprise Information Services (EIS). DCS supports more than 150 State of Oregon agencies, Boards and Commissions by delivering Information Technology (IT) services. The team maintains a secure, state‑of‑the‑art data center that provides network connectivity (WAN, LAN, wireless), server hosting (mainframe, iSeries, AIX, Linux, Windows), email services, colocation, and data backup services.
ResponsibilitiesThe DCS Enterprise Network Manager leads the Enterprise Network Team to ensure 24/7 system availability and network performance for Oregon’s enterprise network. Responsibilities include strategic leadership, optimization of systems and infrastructure, workforce management, vendor and contract oversight, security compliance, and service‑management integration.
Qualifications- Six years of supervision, management, or progressively related experience; or
- Three years of related experience and a bachelor’s degree in a related field.
* Qualified related experience and education: degree in Information Technology, Computer Science, Business Administration, Public Administration, or professional management experience as a program/unit leader, assigning and reviewing work of professional IT staff, developing goals and objectives, program evaluation, monitoring and controlling or preparing budgets.
- Leadership, mentoring, and development of engineering or technical teams; workload prioritization, staff development, performance and succession planning, knowledge transfer.
- Experience managing enterprise network operations in data center, shared services, government, or large‑scale enterprise environments.
- Technical knowledge of routing, switching, and transport (MPLS, OSPF, BGP), wireless, remote access, VPN, firewalls, load balancing, network monitoring across platforms such as Cisco, Arista, Juniper, Palo Alto, F5, or comparable technologies.
- Strong understanding of network security principles: firewalls, IPsec, SASE, Zero Trust, 802.1X, intrusion detection/prevention, secure remote access, logging, monitoring, vulnerability remediation, audit readiness.
- Network lifecycle planning: hardware/software refresh, firmware/code upgrades, supportability, end‐of‐life planning, technical debt reduction, modernization.
- Vendor, contract, license, procurement, SOW, maintenance agreement, and performance management.
- IT service management practices: incident, problem, change, request, asset, configuration, knowledge management.
- Excellent written and verbal communication skills for technical explanation to executives, agency customers, technical teams, vendors, and non‑technical stakeholders.
