Position: Project Manager Engineering Department CITY HALL 414 E THIRD STREET, NEWBERG

The City of Newberg desires to add another project manager to the engineering team with a focus on projects related to the city transportation utility fee. The successful candidate will be managing capital improvement projects often related to underground infrastructure that must be replaced or upgraded ahead of Newberg’s road re-surfacing projects. The successful candidate will need to have considerable experience in engineering construction and field inspection, as well as the ability to interpret city and state construction standards.

The posted salary does not represent the entire range of the salary grade, however, the city is looking to hire between steps 1-4 on the grade for this new position. Therefore, the posted range accurately reflects the wage range the city is prepared to offer.

GENERAL STATEMENT

The Engineering Project Manager is responsible for overseeing the progress of Capital Improvement Projects as well as the supervision of Engineering field inspectors. Additionally, the position will review public work projects and evaluate projects connected to the improvement of streets, wastewater systems, or other public works facilities. A key responsibility will be the management of engineering design consultants and construction bid projects and firms.

Works under the general guidance and direction of the City Manager.

SUPERVISION EXERCISED

Exercises general supervision over clerical, administrative, and professional staff of the Engineering Division. Provides guidance to other engineering staff as directed.

DISTINGUISHING CHARACTERISTICS

This class is distinguished from the Senior Engineer by the fact that the position does not undertake any engineering design work for which an Oregon Engineering stamp and accreditation would be required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Represents the City at internal, inter-agency and neighborhood meeting as relates to project assignments with tact and accuracy.
  • Serves as project manager for capital improvement or other engineering projects; writes specifications, assembles contract documents, presides over preconstruction meetings, coordinates construction scheduling, prepares project cost estimates, administers contracts to ensure compliance, and interprets contracts.
  • Assists developers, contractors, engineers, and the public with City standards, criteria, codes, and ordinances.
  • Participates in short and long-term planning for area of assignment.
  • Determines if encroachments within the public right-of-way will impact public facilities, and whether or not the proposed projects can or should be allowed.
  • Consults with accredited Engineers for their professional opinion where required by Oregon revised statute, rule or other law.
  • Prepares and administers Engineering budget in assigned area of responsibility.
  • Responds to inquiries and complaints from property owners, businesses, and the public regarding engineering projects, sanitary and storm sewer and water system problems.
  • Critically reviews staff and consultant reports. Investigates utility problems; makes on-site inspections; performs necessary analyses (and/or reviews analyses of others) to define final corrective actions.
  • Facilitates communication between property owners, attorneys, engineers, and government agencies to resolve problems regarding alignment, construction, and maintenance of public facilities.
  • Oversees assigned projects to ensure contractor compliance with quality, schedule, and budget parameters for the project.
  • Maintains regular contact with consulting engineers, construction project engineers, city, county, state and federal agencies, professional and technical groups and the general public regarding division activities and services.
  • May represent the Engineering Division to public bodies (e.g. City Council).
